About the Organization
Founded in 1951, the International Organization for Migration (IOM) is a United Nations related agency dedicated to managing migration in a humane and orderly manner. Position Overview
Reporting to the Chief of Mission and the Head of Resources Management in Addis Ababa, and coordinating closely with regional and headquarters teams, the Resources Management Officer (RMO) will oversee budgeting, financial, human resources, and administrative functions for both the Country Office (CO) and Special Liaison Office (SLO) in Ethiopia. Support will also be extended to staff in these offices and sub-offices.
Responsibilities
- Monitor and manage financial activities across the CO and SLO, including expenditure oversight and ensuring funds align with donor agreements.
- Forecast cash flows, supervise treasury management, and control fund disbursements.
- Assist in budget coordination, financial reporting, and analysis according to organizational and donor requirements.
- Support project managers in adhering to administrative, financial, and HR regulations.
- Maintain and strengthen internal controls to protect organizational assets and prevent fraud.
- Validate payroll allocation and ensure accuracy of salary expenses.
- Ensure compliance with policies involving Implementing Partners and provide capacity-building in financial and compliance areas.
- Review systems and recommend improvements to enhance monitoring, evaluation, and efficiency.
- Address audit findings and report compliance issues promptly.
- Implement risk management standards and provide related guidance.
- Support HR functions including recruitment and personnel administration, ensuring proper policy application.
- Oversee IT, procurement, and logistics services complying with relevant policies.
- Supervise finance staff in sub-offices.
- Provide capacity-building on finance, HR, administration, logistics, and procurement to CO and SLO staff.
- Maintain relationships with banks, donors, government stakeholders, and other partners supporting accounting functions.
- Act as Officer-in-Charge in absence of Head of Resources Management and participate in relevant organizational teams.
- Perform additional assigned duties as necessary.
Required Qualifications
- Master's degree in Finance, Accounting, Business Administration, Management, or related field with a minimum of five years experience; or bachelor's degree in these fields with at least seven years of relevant experience.
- Professional certifications such as CA, CPA, CIMA, or ACCA are advantageous.
- Proven experience in international financial and human resource management.
- Experience coordinating with international institutions and handling audits and administrative controls.
- Competence in corporate IT systems and software applications.
Skills & Competencies
- In-depth knowledge of UN and IOM financial, supply chain, and human resource policies and procedures.
- Advanced proficiency in Microsoft Excel and Office suite.
- Familiarity with International Public Sector Accounting Standards (IPSAS).
- Experience with SAP is preferred.
- Fluency in English (both oral and written) is required; additional UN official languages are a plus.

Additional Information
