Overview
Knight Frank is hiring an experienced Quantity Surveyor for its Project & Development Services team in Riyadh, Saudi Arabia, to support an active PMC assignment. The role offers the chance to help deliver a significant development by handling commercial oversight and cost control across the entire project journey.
You will work within a multidisciplinary team and help protect commercial outcomes, maintain cost certainty, and ensure contractual compliance from early project stages through final account settlement. This opportunity is ideal for a proactive professional with hands-on experience in both pre-contract and post-contract cost management in consultancy or project management settings.
Pre-Contract Responsibilities
- Deliver cost management and commercial advisory support during the early project phase.
- Build concept-level cost plans, detailed estimates, and feasibility studies.
- Check drawings, specifications, and other project documents for accuracy and completeness from a cost perspective.
- Produce Bills of Quantities in line with accepted industry practice.
- Shape procurement approaches and advise on the most suitable procurement route.
- Draft tender packs, RFPs, and pre-qualification documents.
- Run the tender process, including clarification handling, technical/commercial analysis, and recommendation reports.
- Carry out value engineering and cost-saving reviews during design development.
- Assess contractor submissions and support contract negotiation and award recommendations.
- Flag commercial risks and suggest mitigation measures before award.
Post-Contract Responsibilities
- Administer construction contracts under the relevant contract form.
- Review and certify interim payments and final accounts.
- Maintain cost reports, cash flow forecasts, and financial dashboards.
- Oversee change control, including review and negotiation of variations and change orders.
- Evaluate contractor claims, extension-of-time requests, and other commercial submissions.
- Track budgets and predict final project cost outcomes.
- Hold regular commercial discussions with the client, contractors, and key stakeholders.
- Visit sites to confirm progress and support commercial assessments.
- Identify cost-related risks and recommend actions to reduce exposure.
- Help resolve contractual disputes when needed.
- Prepare close-out documents and agree final accounts.
- Keep complete records and ensure contractual compliance throughout the project lifecycle.
General Responsibilities
- Develop and preserve effective working relationships with clients, consultants, contractors, and internal teams.
- Create clear, accurate commercial reports for management and client use.
- Support project governance and strong commercial standards across the PMC commission.
- Follow Knight Frank policies, client procedures, and applicable industry standards.
- Guide junior commercial team members through coaching and knowledge sharing.
- Collaborate closely with multidisciplinary teams to achieve successful project delivery.
- Show consistent professionalism, quality focus, and strong client service.
Skills and Experience
- A degree in Quantity Surveying, Commercial Management, or a closely related field.
- RICS membership (MRICS) or active progress toward chartership is preferred.
- Strong background as a Quantity Surveyor in consultancy, PMC, or cost consultancy environments.
- Practical experience in both pre-contract and post-contract commercial work.
- Good understanding of standard contract forms, especially FIDIC.
- Ability to prepare BOQs, cost plans, tender documents, and procurement strategies.
- Extensive exposure to valuations, variations, claims, final accounts, and cost reporting.
- Strong commercial judgement and contract administration capability.
- Well-developed analytical, negotiation, and problem-solving skills.
- Advanced MS Excel and broader Microsoft Office proficiency.
- Strong written and spoken English communication skills.
- Experience on major building or mixed-use projects in the GCC is highly desirable.
