Group Procurement Manager

Overview

We are looking for a Group Procurement Manager for a newly established position within a fast-expanding engineering and infrastructure company. Based in one of the company's two offices in Ireland and reporting directly to the Procurement Director, this role will oversee strategic governance, management, and commercial advice across several business units and projects within a decentralized procurement setup.

The selected individual will spearhead the creation and rollout of the Group's procurement strategy, developing strong frameworks, policies, and workflows to ensure compliant and efficient purchasing processes. Key responsibilities include enhancing procurement maturity, supplier oversight, risk control, performance reporting, and value delivery while serving as a trusted resource for project and operational teams. The role may occasionally require travel.

Key Responsibilities

• Provide governance of procurement across multiple divisions, regions, and projects at the Group level.
• Support development and implementation of the Group procurement strategy aligned with business growth goals.
• Oversee procurement frameworks within a decentralized procurement environment.
• Continuously improve procurement policies, standards, and governance frameworks.
• Ensure uniform application of procurement policies and requirements across projects and locations.
• Lead procurement governance meetings, supplier evaluations, and escalation forums.
• Manage procurement audits, compliance reporting, and governance reviews.
• Maintain procurement controls covering delegated authority, approval processes, supplier onboarding, and risk escalation.
• Monitor procurement compliance through KPI reporting and stakeholder engagement.
• Oversee supplier onboarding processes and Group-level supplier governance.
• Develop and maintain commercial templates, procurement guidance, contractual frameworks, payment structures, and risk allocation methods.
• Support governance of subcontractor procurement activities.
• Contribute to procurement process development to facilitate future company growth.
• Provide commercial guidance, tools, and assistance to project delivery teams.
• Maintain organizational spend visibility via effective reporting and governance mechanisms.
• Drive continuous enhancements in procurement capability, governance, and operational maturity.

Candidate Profile

• Extensive experience in senior procurement, commercial management, or procurement governance roles, preferably within group, regional, or multi-site organizations.
• Deep knowledge of procurement governance, policy creation, compliance enforcement, and control frameworks.
• Familiarity with decentralized procurement structures.
• Strong commercial awareness with skills in contracts, supplier management, and risk mitigation.
• Ability to effectively influence and collaborate with stakeholders at various organizational levels.
• Experience overseeing spend visibility, compliance reporting, and procurement performance measurements.
• Proven leadership in procurement audits, governance reviews, and control initiatives.
• Experience in procurement transformation, governance implementations, and maturity enhancement programs is advantageous.
• Background in engineering, construction, infrastructure, data centers, mission-critical environments, or related industries is beneficial.
• Outstanding communication, stakeholder management, and relationship-building abilities.
