Role Overview

This pivotal leadership position within the University Hospitals of Leicester NHS Trust supports both the Director of Urgent and Emergency Care and the Chief Operating Officer. The role entails shaping and steering the strategic vision for Emergency Preparedness, Resilience, and Response (EPRR) to fully integrate EPRR within the Trust’s operations.

The postholder holds strategic accountability for implementing the EPRR Work Programme across the Trust, ensuring consistent alignment with local, regional, and national partners. They will establish a structured framework enabling the EPRR team to operationally deliver the work programme effectively.

A crucial responsibility involves exercising oversight and assurance to guarantee the EPRR Work Programme fulfills legislative and regulatory obligations. This includes compliance with NHS England's Core Standards for EPRR, the Civil Contingencies Act 2004, the Health & Social Care Act 2022, and the NHS Act.

The manager will oversee the Trust's Single Point of Contact, ensuring prompt distribution of urgent correspondence, directives, and information requests from commissioners and partner organizations, alongside coordinating appropriate responses. This includes managing the Trust’s reaction to any external investigations or inquiries arising from incident responses.

Establishing and nurturing effective relationships with internal stakeholders and system-wide partners is fundamental, with a focus on collaboration across Leicester, Leicestershire & Rutland, and NHS Regional EPRR colleagues.

The role provides both strategic and operational leadership and expertise relating to all aspects of EPRR. When delegated, the postholder will act on behalf of the Director on Call to alert, inform, and coordinate with partners, and advise the Trust's Tactical and Operational Teams during incident responses.
