Role Summary
As a Compliance Officer at noon Fintech in Dubai, you will act as the regulatory cornerstone, ensuring full adherence to UAE laws and meeting regulators' and financial partners' expectations. You will play a vital role in monitoring and managing compliance obligations, regulatory relationships, and risk frameworks related to noon’s fintech products.
Key Responsibilities
- Serve as the lead liaison for regulatory issues concerning fintech products and licensed operations, including managing communications with the Central Bank of the UAE and other regulatory bodies.
- Oversee compliance duties related to CBUAE licensing, with a strong preference for expertise in Stored Value Facility (SVF) licenses, ensuring adherence to all conditions, reporting requirements, and supervisory standards.
- Keep abreast of regulatory changes in fintech, payments, and consumer lending within the UAE to evaluate their impact on noon Fintech's operations and partnerships.
- Maintain and continuously update the compliance framework, policies, and procedures to meet CBUAE regulations, anti-money laundering (AML), counter-financing terrorism (CFT), and consumer protection mandates.
- Coordinate license applications, renewals, regulatory filings, and responses to supervisory inquiries promptly and comprehensively.
- Lead noon Fintech's AML and CFT initiatives, including developing transaction monitoring rules, managing suspicious activity reporting processes, and enforcing sanctions screening.
- Supervise the Know Your Customer (KYC) and customer due diligence efforts across products, ensuring compliance with regulatory and partner requirements.
- Conduct periodic AML risk assessments, revise controls based on risk evolution and regulatory guidance, and support or act as the Money Laundering Reporting Officer (MLRO).
- Collaborate with banks, lenders, and financial partners to fulfill compliance and due diligence prerequisites during onboarding and reviews.
- Partner with product, engineering, and legal teams to embed compliance standards into new products and features before launch.
- Deliver compliance training and promote regulatory awareness across the organization.
- Prepare detailed compliance reports, dashboards, and escalate issues for review by senior leadership and the Board as needed.
Qualifications and Experience
- A minimum of 4 to 6 years of compliance experience within a UAE-regulated financial services or fintech institution, particularly with direct involvement in CBUAE licensing and supervisory processes.
- Demonstrated experience managing or supporting entities licensed by the CBUAE, especially knowledge of SVF licenses, payment services frameworks, and associated regulatory conditions.
- In-depth understanding of UAE's AML/CFT regulations, CBUAE consumer protection laws, and relevant federal financial legislation.
- Experience serving as, or supporting, an MLRO within a regulated UAE financial environment.
- Familiarity with digital lending, Buy Now Pay Later (BNPL), embedded finance, or payments products and their compliance concerns.
- Exceptional ability to interpret complex regulatory guidelines and translate them into actionable operational procedures, with effective communication to diverse stakeholders.
- Established track record of direct interactions with regulators, management of supervisory examinations, and preparation of formal regulatory submissions.
- Professional certifications such as ICA, CAMS, or equivalents are advantageous.
- Proficient in English communication, both written and verbal; knowledge of Arabic is beneficial.
