Source Control Inspector - Water, Waste & Environment

Overview

This permanent full-time position at the City of Regina's Water, Waste & Environment department supports the Source Control Program by conducting technical inspections and monitoring compliance with wastewater and stormwater bylaws. The role focuses on ensuring proper operation and maintenance of wastewater pre-treatment systems and promotes best management practices to protect the sewer infrastructure and environment.

Key Responsibilities

• Conduct inspections of wastewater pre-treatment devices and review operational records to verify compliance with municipal wastewater bylaws.
• Identify and respond to discharges of fats, oils, grease, and grit that may threaten the environment or municipal infrastructure.
• Provide education and guidance to business owners regarding appropriate disposal methods and management of wastewater contaminants.
• Ensure adherence to all relevant regulations, policies, and safety procedures in program operations.
• Investigate bylaw infractions and enforce compliance in a respectful manner, emphasizing voluntary cooperation and excellent customer service.
• Monitor and assess infrastructure assets for performance, safety, compliance, and document findings appropriately.
• Operate CCTV inspection equipment to record and evaluate sewer pipe conditions.
• Interpret technical specifications, drawings, manuals, work orders, and city policies to support inspection activities.
• Communicate effectively to resolve conflicts, assess risks, and take safety-related actions as necessary.
• Maintain professional relationships with colleagues, supervisors, community members, contractors, and business owners.
• Complete required written and electronic reports, documentation, and record-keeping duties.
• Follow all occupational health and safety regulations and guidelines.
• Perform additional related tasks as assigned.

Qualifications

• Completion of Grade 12 or GED equivalency.
• Minimum of two years’ experience as a semi-skilled or acting skilled laborer in sewer and drainage operations.
• Level 2 Operator Certification under Saskatchewan Water and Wastewater Works Operator Certification Standards relevant to the work area.
• Proven ability to communicate courteously and effectively with public and internal stakeholders, managing inquiries and concerns through verbal and written interaction.
• Experience and knowledge related to cleaning, maintaining, operating, and inspecting surface drainage infrastructure, sewer mains, connections, lift stations, and related assets.
• Strong interpersonal skills to foster effective working relationships and maintain a respectful work environment.
• Knowledge of industry techniques for sewer operation, maintenance, and repair.
• Demonstrated ability to perform physical labor under various environmental conditions and sustain work over time.
• Capacity to work independently while following instructions.
• Capability and willingness to train others and pursue additional training to advance skills and certifications.

Working Conditions & Other Requirements

• This role requires onsite work in environments such as kitchens, buildings, and other business locations with exposure to dust, chemicals, odors, grease, fumes, and heat.
• Potential exposure to verbal or physical abuse from external contacts.
• A valid Class 5 driver’s license is required, with readiness to upgrade to Class 1.
• Ability to enter confined spaces like manholes, catch basins, crawl spaces, and closets.
• Must obtain required certifications and permits to operate sewer and drainage equipment within 90 days.
• Physical fitness to lift and carry up to 50 pounds daily and perform strenuous physical tasks in various outdoor and indoor conditions.
• Willingness to obtain training in Confined Space Entry, Fall Arrest, WHMIS, First Aid/CPR, and Customer Service.
• Capacity to work shifts or irregular hours and respond to callouts or emergencies as needed.

Compensation and Benefits

The position offers an hourly wage ranging from $29.97 to $33.45, translating to an annual salary between $62,030 and $69,232. Included are competitive health and wellness benefits, educational supports, and opportunities for advancement through internal training.
