Social Service Administrator

About the Role

The Department of Health and Social Services (DHSS) in Delaware is dedicated to enhancing the well-being and independence of its citizens through diverse support programs. As a Social Service Administrator, you will be part of the Policy and Planning Unit (PPU), responsible for developing and maintaining policies, coordinating with system partners, conducting research, and fostering strong relationships with interagency and community stakeholders. This role supports compliance with federal and state regulations, focusing on eligibility and provider procedures. Experience with CMS and CMS waiver authorities, Medicaid State Plan programs, healthcare management, or Medicaid provider services is valuable.

Key Responsibilities

• Collect, monitor, analyze program data, provide technical guidance, and recommend actions.
• Prepare detailed interpretive reports assessing program goals, services, and regulatory compliance.
• Participate in policy formulation, regulation and form development, proposal drafting, procedural implementation, contract negotiation, and grant application preparation.
• Serve as liaison between operational staff, government agencies, and community organizations.
• Analyze issues, apply policies appropriately, and respond to service-related inquiries.
• Support special programs or projects as a consultant or coordinator.
• Evaluate the budgetary and programmatic impact of proposed regulatory changes.
• Potentially supervise professional and clerical staff involved in monitoring, projects, and record maintenance.

Required Qualifications

• Minimum of three years’ experience in health or human services involving the application of relevant theories, laws, and best practices to assist individuals, families, or communities in areas such as financial support, employment, housing, healthcare, disease prevention, substance abuse treatment, child protective services, mental/physical health treatment, or rehabilitation.
• At least six months’ experience managing or administrating health or human services programs, including setting goals, planning, evaluating, and advising organizational units.
• At least six months’ experience in policy or procedure development.
• At least six months’ experience interpreting legal regulations, standards, policies, and procedures.
• At least six months’ experience in writing detailed narrative reports.
