About the Role
Chesterfield County is seeking experienced Senior Sourcing Officers to join its Procurement Department. These roles involve managing competitive procurement processes, including formal and informal solicitations, strictly adhering to the Virginia Public Procurement Act and County policies. Selected candidates will oversee procurements of commodities, services, construction, and professional services for both the County and Chesterfield County Public Schools.
Key Responsibilities
- Manage complex procurement procedures, analyzing requisitions and determining appropriate procurement methods for high-profile construction projects, goods, and services.
- Develop scopes, specifications, evaluation criteria, and coordinate Requests for Bids (IFBs) and Proposals (RFPs).
- Provide expert guidance to departments evaluating bids and proposals, ensuring adherence to procurement integrity and standards.
- Organize and conduct pre-bid and pre-proposal conferences on major projects and contracts.
- Coordinate cooperative procurements, negotiate contracts, and collaborate with legal counsel on contract development and dispute resolution.
- Respond to Freedom of Information Act inquiries, perform vendor site visits to verify capability, and manage multiple procurement projects simultaneously.
Candidate Profile and Qualifications
- Bachelor’s degree in business, public administration, or a related discipline.
- Minimum of three years' professional experience in public sector procurement or contract administration, or equivalent combination of education and experience.
- Preferred certifications: Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or Virginia Contracting Officer (VCO).
- Excellent oral and written communication abilities and a solutions-oriented approach.
- Strong organizational, time management, and computer proficiency skills.
- Confidence and assertiveness, particularly when challenged, with the ability to think and decide independently.
- Experience with construction procurement is an advantageous plus.
Work Environment and Compensation
The position requires working Monday through Friday, from 8:30 a.m. to 5:00 p.m., onsite at the Chesterfield County Procurement Department.
Annual salary ranges from $72,466 to $110,509, with eligibility for career progression and salary increases based on performance, qualifications, and experience.
