About Gateshead Council and the Role

Responsibilities

The Programme Delivery Lead will oversee complex regeneration programmes, managing every stage from business case development through delivery to operational transition. Key duties include:

  • Leading the entire programme lifecycle including planning, delivery, closure, and operational handover.
  • Ensuring programme viability via comprehensive planning, tracking critical paths, constraints, funding, and milestones.
  • Aligning programme delivery with the strategic directives of senior management and broader place-based objectives.
  • Coordinating multiple programme workstreams to maintain integration, sequencing, and alignment, collaborating with the Urban Core Portfolio Manager.
  • Maintaining the Integrated Master Schedule with accurate dependency mapping and critical path analysis.
  • Integrating technical, planning, commercial, procurement, and financial elements into a unified delivery approach.
  • Working alongside internal technical teams and external partners to ensure commercial scrutiny and alignment.
  • Supporting governance and assurance processes to meet relevant standards and funding criteria.
  • Identifying, managing, and escalating risks, issues, assumptions, and dependencies with timely communications.
  • Ensuring commercial, financial, and procurement readiness in coordination with internal services and partners.
  • Leading communication and engagement with Council Members, partners, and stakeholders for informed decision-making.

Candidate Profile

The successful candidate will bring the following qualifications and capabilities:

  • Strong knowledge of capital programmes and regeneration, particularly within public sector or related infrastructure environments, including investment and viability factors.
  • Demonstrated experience successfully managing complex, multidisciplinary programmes from inception through completion.
  • Expertise in financial and commercial aspects of large-scale capital projects, including integrating budgets, schedules, procurement, and funding streams.
  • Proficiency with governance, assurance frameworks, business case development, and risk management.
  • Skilled in planning, creating integrated delivery plans, master scheduling, critical path analysis, and programme reporting.
  • Excellent stakeholder management, ability to engage effectively with senior leaders, partners, and delivery teams across complex organizational frameworks.
  • Strong leadership, communication, and influencing skills able to unify teams, align stakeholders, and drive progress in high-pressure contexts.
