Role Overview
As a Procurement Specialist located in Saudi Arabia, you will enhance regional supply chain efficiency and manage project procurement aligned with local requirements. Knowledge of the Saudi vendor landscape and regulations such as In-Kingdom Total Value Add (IKTVA) and Zakat, Tax and Customs Authority (ZATCA) compliance is essential. This role requires collaboration with cross-functional teams to meet project deadlines and budgetary goals.
Key Responsibilities
- Evaluate and pre-qualify local and international vendors, maintain the Approved Vendor List (AVL), focusing on suppliers registered with Saudi Arabian Oil Company (Aramco) and Saudi Basic Industries Corporation (SABIC).
- Ensure all procurement processes adhere to Saudi commercial laws, ZATCA regulations, Saudi Standards, Metrology and Quality Organization (SASO) standards, and IKTVA policies.
- Handle import/export documentation, coordinate customs clearance, and manage local logistics in cooperation with freight forwarders.
- Prepare and assess vendor contracts and terms to reduce commercial risks effectively.
- Monitor material delivery timelines to maintain punctual supply for active projects.
- Issue Requests for Quotations (RFQs), analyze bids, and negotiate competitive pricing and payment terms.
- Manage the complete purchasing lifecycle using ERP systems, oversee expenditures within project budgets, and perform vendor performance evaluations.
Required Qualifications
- Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or related field.
- A minimum of 3 to 5 years’ experience in procurement or supply chain roles, preferably within the Middle East or Saudi market.
- Proficiency in English; Arabic language skills are highly advantageous.
- Practical knowledge of ERP systems such as SAP or Oracle and proficiency in Microsoft Excel.
- Understanding of international trade, purchase order and contract management, and Saudi import/customs clearance.
Preferred Qualifications
- Professional certifications like CPSM, CIPS or CSCP.
- Advanced knowledge of Saudi customs clearance at ports, shipping routes, and freight forwarding management locally.
