Position Summary

The MEAL Advisor role is based in Bonn, Berlin, or in countries across West and Central Africa and is tasked with enhancing MEAL systems and capabilities specifically in francophone country offices and programs. This position also contributes to the broader development and refinement of organizational MEAL methods and initiatives.

Key Responsibilities

  • Assist in setting strategic goals for MEAL systems and organizational MEAL standards.
  • Provide advisory support to country offices and programs for the assessment, development, implementation, and continual improvement of tailored, effective MEAL frameworks, coordinating closely with management and field MEAL staff.
  • Design and promote capacity building efforts to boost the quality and sustainable use of MEAL systems within country programs.
  • Refine and develop WHH’s MEAL techniques, considering strategic aims, donor expectations, technical advancements, and contextual operational conditions.
  • Offer technical guidance on MEAL systems, strategic evaluations, accountability, data integrity, organizational learning, and the use of evidence for steering programs and making informed decisions.
  • Support establishing and strengthening accountability mechanisms, including community feedback and complaint systems, ensuring systematic utilization of such feedback for program enhancements.

Candidate Profile

  • University degree relevant to the role or equivalent professional experience.
  • Minimum three years of pertinent experience in monitoring, evaluation, accountability, and learning within international development cooperation or humanitarian aid.
  • Practical exposure to designing, strengthening, and implementing MEAL systems at various organizational levels; regional or global advisory experience is advantageous.
  • Experience delivering technical assistance to program teams, MEAL staff, and management concerning MEAL matters and leveraging data-driven insights for program management and adaptation.
  • Proven expertise in creating and enhancing accountability frameworks, including community feedback and complaint mechanisms.
  • Capability to design and conduct capacity-building activities for MEAL and program teams, as well as develop practical MEAL guidance, tools, or organizational projects, is a plus.
  • Solid understanding of impact-focused program management, evaluation strategies, strategic evaluations, data quality assurance, and organizational learning methodologies.
  • Experience integrating MEAL considerations in the planning and formulation of projects, programs, strategies, and funding submissions.
  • Skill in translating organizational and technical MEAL requirements into pragmatic, proportional, and context-relevant systems and solutions.
  • Strong analytical, advisory, communication, and facilitation skills with a high degree of intercultural awareness.
