The Afghanistan Country Office is seeking a skilled Information Management Officer to provide technical and operational assistance for managing beneficiary data within the Project Management Unit (PMU). This role supports the implementation of Humanitarian Cash Transfer and Incentive Payments programs through data management, analytics, and information system oversight.

Key Functions and Responsibilities

• Offer hands-on support to partners and internal UNICEF users regarding data systems.
• Coordinate third-party monitoring and manage beneficiary registration activities.
• Process beneficiary data to ensure accuracy and usability.
• Handle information management duties, analyze data, and support team operations.
• Enforce and uphold data protection standards across programs.

Qualifications and Experience

• Possess at least a Bachelor's degree in Information Management, Information Systems, Computer Science, Statistics, Economics, Social Science, or related disciplines.
• Demonstrate a minimum of two years of relevant work experience encompassing ICT, beneficiary data management, cash transfer operations, data protection, MIS, analytical reporting, dashboard development, third-party monitoring, registration processes, and capacity building.
• Proficiency in both English and Dari languages is essential.

Preferred Qualifications

• Additional fluency in another official UN language (Arabic, Chinese, French, Russian, or Spanish) is advantageous.
• Advanced academic credentials such as a Master's degree in a relevant field.
• Experience in social protection, data security, information governance, and training facilitation.
• Working knowledge of humanitarian contexts, including fragile and developing country settings, will be considered a plus.

Skills and Competencies

• Expertise in beneficiary data management and cleaning.
• Hands-on experience with cash transfer program operations and payment verification.
• Programming skills, especially in R and Python.
• Strong analytical and dashboard development capabilities.
