It manages five primary programs including Service and Benefits, Charlotte Hall Veterans Home, Cemetery and Memorial Program, Communications and Advocacy, and the Maryland Veterans Trust Fund.

Position Overview

The DVMF seeks a Director of Fair Practices who will report directly to the Secretary of the Department. This individual contributor role, without supervisory responsibilities, will lead the agency's Equal Employment Opportunity (EEO) program and ensure strict adherence to relevant federal and state civil rights laws and policies. The role also includes responsibilities as the agency's EEO Officer and ADA Coordinator.

Key Responsibilities

  • Administer and oversee the DVMF's EEO program, ensuring compliance with applicable Maryland state regulations and civil rights laws.
  • Provide regular updates on EEO program status to agency leadership.
  • Conduct thorough EEO investigations, preparing detailed reports for agency head review.
  • Draft comprehensive responses to inquiries from the U.S. EEOC and Maryland Commission on Civil Rights.
  • Monitor all personnel actions for compliance with civil rights policies.
  • Develop and deliver training programs for staff on ADA, EEO, sexual harassment prevention, non-retaliation, and related topics.
  • Create and manage databases to track EEO activities within DVMF.
  • Compile and submit annual EEO data reports to the Maryland Department of Budget and Management.
  • Perform other duties as assigned by agency leadership.

Minimum Qualifications

  • Bachelor's degree from an accredited institution.
  • At least three years of professional experience in administrative roles focused on EEO, fair practices, employee relations, or ADA implementation. Additional work experience may substitute for education on a year-for-year basis.

Preferred Qualifications

  • Experience monitoring adherence to state and federal EEO laws, investigating complaints related to discrimination, harassment, retaliation, and bullying, and facilitating mediation processes.
  • Proficiency in generating investigative reports, formal complaint responses, and position statements.
  • Capability in designing and conducting sexual harassment training sessions.
  • Familiarity with Workday, Google Workspace, Microsoft Office Suite, presentation development, and related software tools for tracking and reporting.
  • Experience in workplace mediation.
