Overview
The Contract Specialist will execute and guide small purchase policy implementation and related procurement activities. This role requires advanced knowledge of contracting regulations and active management of procurement operations.
Primary Duties
- Analyze procurement issues using the Federal Acquisition Regulation (FAR), relevant laws, and Inspector General or Comptroller rulings.
- Review and authorize procurement approaches and contract clauses for team members, including competition rules, evaluation metrics, contractual terms, intellectual property concerns, insurance requirements, timelines, discounts, and licensing agreements.
- Lead pre-award and post-award purchasing operations, handling acquisitions spanning facility maintenance, consulting services, general supplies, scientific equipment, and public events.
Qualifications
- Minimum of a bachelor's degree from an accredited college in any discipline, or completion of at least 24 semester credit hours in related fields such as accounting, business, finance, law, contracts, purchasing, economics, management, marketing, quantitative methods, or organization.
- One year of specialized experience at a GS-11 level or equivalent within the federal government. This specialized experience includes advising management on contracts for services, supplies, minor construction, and historic building renovations, as well as overseeing technical business functions and applying procurement regulations to achieve program objectives.
Applicants must also have career or career-conditional status or eligibility and, if applicable, be registered with Selective Service (for males born after December 31, 1959).

- Applicants with foreign education must provide transcripts and proof of accreditation.
- Time-in-grade requirements apply, mandating 52 weeks’ experience at the next lower grade within the federal service for promotion candidates.
- This position is not part of a bargaining unit.
