Role Overview
A client located in Tempe, AZ is seeking a Business Analyst to lead the management and development of a comprehensive enterprise software suite for a state Department of Motor Vehicles (DMV). This role requires close collaboration with both technical and business teams to align program activities with strategic organizational objectives, delivering high-quality outcomes within a dynamic team setting.
Key Responsibilities
- Lead administration and ongoing enhancement of an enterprise software application portfolio for the DMV.
- Provide interdisciplinary expertise bridging different programs and technology platforms.
- Coordinate efforts between business units and technical teams to support agency goals.
- Contribute significantly within a team to produce superior solutions.
- Manage long-term program planning, oversee delivery schedules, team coordination, and ensure quality assurance standards.
- Direct an enterprise IT program focusing on customer satisfaction, safety, quality, and performance metrics.
- Lead a diverse team encompassing both technical and functional roles.
- Set and manage program milestones, timelines, and strategic objectives.
- Deliver analyses of current operations and future states to stakeholders internally and externally.
- Communicate updates, potential risks, and strategic recommendations to senior leadership across business and technical domains.
Initial 30 Days
- Acquire detailed knowledge of assigned functional domains.
- Attend and document meetings thoroughly, capturing discussions and decisions.
- Manage action item tracking effectively.
- Prepare materials to support gap analysis sessions and coordinate findings with the Lead Business Analyst.
- Initially provide support without leading discussions while acclimating to the domain specifics.
Post-30 Days Progression
- Begin authoring user stories and take active roles in requirements gathering and analysis.
- Demonstrate solid grasp of business analysis fundamentals and best practices, including standard BA deliverables.
Qualifications
- Minimum of five years experience in strategic program or project management roles.
- Proven history managing complex IT programs and leading multifunctional teams.
- Experience with Agile software development methodologies.
- Expertise in risk evaluation and stakeholder management.
- Track record of fostering project success through interdepartmental collaboration.
- Competence in implementing and managing organizational development initiatives.
- Background in software deployment projects.
- Skill integrating Microsoft Project with SharePoint and Azure DevOps Server (formerly TFS).
- In-depth understanding of project management concepts such as critical path analysis, risk management, lifecycle, and triple constraints.
- Advanced proficiency in Microsoft Project capabilities.
- Excellent verbal and written communication abilities.
- Confident in presenting complex analyses to diverse stakeholder groups.
- Adept at gathering, synthesizing, and analyzing project/program data effectively.
- Capable of preparing clear, concise executive-level status reports and actionable recommendations.
Preferred Experience
- Prior involvement in managing enterprise software upgrades or replacements within regulated sectors.
- Familiarity with government or public sector projects, especially motor vehicle department contexts.

The compensation range provided reflects the estimated minimum to maximum salary anticipated for this position, subject to various factors including education, credentials, experience, skills, seniority, geographic location, and performance. Pay may be adjusted at the employer's discretion.
