Role Overview
As an Accounting Manager for the City of Union City Government, you will lead and develop the accounting team by setting individual goals, reviewing outputs, providing performance feedback, and ensuring your team is well-trained and motivated. You will oversee key accounting functions such as accounts payable, fixed and capital assets, accounts receivable, retirement plans, bank reconciliations, and cash management.
Core Responsibilities
- Manage and monitor expenses and budget line items to ensure fiscal responsibility.
- Support the Comptroller in drafting policies, departmental goals, and staff training programs.
- Assist in managing external audits, preparing work papers and schedules for the Comprehensive Annual Financial Report (CAFR), and generating all external and internal financial reports.
- Perform accounting duties including generating revenue and expense reports, bank statement reconciliations, ledger adjustments, subsidiary account reconciliations, and payroll and collections approval.
- Implement and oversee automated accounting systems and processes to maintain compliance and efficiency, collaborating with city and independent auditors as needed.
- Lead and work alongside independent auditors during the annual financial audit of the City's transactions.
- Guide department staff and other city departments in preparing and presenting the annual budget, capital improvements program, financial audit reports, revenue administration, treasury activities, and auditor recommendations.
- Contribute to annual operating budget development.
- Prepare and analyze monthly, quarterly, and annual financial statements including balance sheets and revenue/expenditure schedules.
- Review the general ledger for accuracy and regulatory compliance, and prepare necessary reports.
- Ensure the financial reporting system is updated and compliant with all required changes.
- Authorize bank reconciliations, invoices, journal entries, and submit budget adjustment requests.
- Maintain controls over the accounting system to safeguard financial integrity.
- Perform additional related tasks as assigned.
