About the Role

Join Parsons Corporation as a Senior Project Manager focusing on large-scale entertainment development projects across Saudi Arabia. This role offers the opportunity to lead complex development programs encompassing entertainment districts and their integration with infrastructure elements like transportation, utilities, residential communities, and other assets. Key Responsibilities

  • Lead comprehensive planning, governance, and successful delivery of sizable development programs from initial concept stages through handover and operational readiness.
  • Formulate program execution strategies, implementation plans, and timelines that align with organizational and national goals.
  • Set measurable performance indicators including KPIs for schedule adherence, cost control, safety, quality, and scope management.
  • Coordinate integration among multiple workstreams including infrastructure, transportation, utilities, entertainment districts, and community development to ensure unified project delivery.
  • Manage simultaneous projects and project packages within broader portfolios, optimizing resource allocation and managing inter-project dependencies.
  • Prepare and monitor master schedules, phasing plans, and critical milestones utilizing recognized planning tools and methodologies.
  • Oversee budget creation and management including estimating costs, applying value engineering, controlling expenditures, and forecasting financials.
  • Implement a thorough risk and issue management system involving identification, assessment, mitigation, and contingency plans.
  • Supervise collaboration with design teams, engineers, and technical experts to align design solutions with functional, regulatory, and constructability standards.
  • Review and approve key technical outputs ensuring they correspond with objectives across infrastructure, transportation, utilities, and entertainment sectors.
  • Ensure full compliance with applicable regulations, codes, and local authority requirements.
  • Lead construction delivery planning across diverse project components such as infrastructure, entertainment districts, transport corridors, residential zones, and utilities.
  • Manage construction sequencing, site coordination, and interface between multiple contractors and operators.
  • Monitor contractor performance and construction productivity, and initiate corrective actions as needed.
  • Promote safety culture, quality assurance, and environmental stewardship aligning with industry best practices and project-specific plans.
  • Maintain effective relationships with government bodies, regulators, municipalities, and public-sector stakeholders to obtain necessary approvals and permits.
  • Produce and deliver high-quality reports, briefings, and decision-support documents for senior leadership and external stakeholders.
  • Support procurement processes for consultants, contractors, and suppliers including tender management, evaluation, and award recommendations.
  • Oversee contract administration including change management, claims assessment, and dispute resolution strategies.
  • Plan and manage commissioning, testing, and handover operations ensuring entertainment district readiness and seamless coordination with operators.
  • Ensure operational, maintenance, event management, and asset management requirements are integrated early in program design and delivery phases.
  • Manage documentation, as-built record compilation, and training to facilitate smooth transition into live operations.
  • Lead diverse multidisciplinary teams providing guidance, mentorship, and performance management.
  • Cultivate a high-performance culture emphasizing safety, integrity, collaboration, and continuous improvement.

Qualifications and Skills

  • Bachelor’s degree in Engineering, Construction Management, Project Management, Architecture, or related fields.
  • At least 15 years of professional experience managing large-scale infrastructure and development programs, with several years in senior project or program leadership roles.
  • Proven expertise handling complex, high-value projects in entertainment districts, mixed-use developments, transport infrastructure, highways, rail systems, utilities, or major residential communities.
  • Experience engaging with public sector organizations, regulators, and large master developers.
  • Strong command of project management methodologies such as PMI, PMP, or PRINCE2 and knowledge of construction and engineering processes.
  • Practical experience in the Gulf Cooperation Council (GCC) area, especially Saudi Arabia.
  • Direct involvement in the delivery of entertainment venues including theme parks, leisure destinations, or mixed-use lifestyle developments.
