Job description
Overview
We are seeking a skilled Purchase Officer with 3 to 7 years of experience in procurement for Civil Construction, Infrastructure, Water Supply, Sewage Treatment Plant (STP), Water Treatment Plant (WTP), Ground Water Treatment Plant (GWTP), and Municipal projects. The role involves managing complete procurement cycles including sourcing materials, vendor development, negotiating terms, issuing purchase orders, coordinating deliveries, and ensuring supplier compliance.
Key Responsibilities
- Handle end-to-end purchase and procurement activities specifically for civil, infrastructure, and water & wastewater projects.
- Review material needs provided by project and site teams.
- Source materials exclusively from approved suppliers and request competitive quotations.
- Conduct comparative analysis of quotes and secure management consent.
- Negotiate price, payment, delivery timelines, and commercial terms effectively.
- Generate and dispatch purchase orders promptly and confirm timely delivery of materials to sites.
- Maintain consistent supplier communications and resolve supply chain issues.
- Procure civil construction materials such as cement, TMT steel, aggregates, bricks, AAC blocks, concrete blocks, construction chemicals, waterproofing agents, tiles, structural steel, shuttering, scaffolding equipment, paints, plumbing items, and construction consumables.
- Procure water supply and treatment plant components including various pipe materials (DI, MS, HDPE, uPVC, CPVC, SS), pipe fittings, valves (butterfly, sluice, NRV, air valves), pumps, motors, blowers, compressors, screening gear, fabricated tanks, FRP/GRP products, electrical panels and accessories, instrumentation, dosing and chemical handling equipment, filter media, and mechanical spares.
- Identify and cultivate new and reliable vendors from multiple disciplines including civil, mechanical, electrical, plumbing, and water treatment segments.
- Evaluate and maintain supplier performance, negotiate favorable terms, and establish alternate suppliers for critical materials to ensure uninterrupted supply.
- Coordinate extensively with project managers and engineering teams to align procurement with project BOQs and execution plans.
- Manage delivery logistics and address material shortages or delays swiftly.
- Carry out cost control by staying updated on market rates, benchmarking vendor prices, and securing procurement savings without compromising quality.
- Monitor budget adherence and negotiate terms like credit periods and warranties to optimize project expenditure.
- Maintain meticulous procurement documentation including purchase requisitions, quotations, comparative statements, purchase orders, agreements, delivery challans, goods receipt notes, inspection and test certificates, supplier invoices, warranties, and procurement tracking reports.
- Update company ERP or purchase management systems with accurate procurement data and generate MIS reports on purchase statuses, pending orders, and delivery schedules.
- Liaise with accounts for invoice clearance and payment processing while supporting audit requirements.
Candidate Profile
- Diploma, Bachelor of Engineering or Technology in Civil, Mechanical, or Electrical Engineering; or any related qualification supplemented by relevant procurement experience.
- 3 to 7 years of practical purchase/procurement experience preferably in civil construction, infrastructure, water supply, STP/WTP operations, pipeline, municipal, road, DBOT, or EPC projects.
- In-depth understanding of civil and infrastructure materials as well as equipment used in water and wastewater treatment plants.
- Proven abilities in vendor development, negotiation, and purchase management aligned with project specifications and deadlines.
- Proficiency in MS Office applications, especially Excel; ERP or purchase software familiarity is advantageous.
- Excellent communication, interpersonal skills, and the capability to work effectively under strict project timelines.
Preferred Attributes
- Existing vendor connections for construction materials, pumps, valves, controllers, electrical panels, cables, and water treatment equipment will be favored.
- Experience with government or municipal infrastructure and water-treatment projects is a plus.

Compensation
Monthly salary ranges from INR 25,000 to INR 40,000 depending upon experience and capabilities.
