Role overview
We are seeking a Procurement Manager for a pre-opening luxury private terminal in Singapore. The role is accountable for running the full purchasing function in a way that keeps procurement efficient, compliant, and cost-conscious while still meeting quality and service expectations.
The person in this position will own strategic sourcing, supplier relationship management, negotiation of commercial terms, and the complete procurement workflow from requisitions through to orders and sample coordination. The role also focuses on improving processes, creating savings, and supporting business continuity through strong vendor partnerships.
Supplier sourcing and vendor management
- Take charge of identifying, assessing, qualifying, and onboarding suppliers so they meet standards for quality, price, and delivery.
- Run market checks and pricing comparisons regularly to ensure competitive costs and favorable trade terms.
- Develop long-term supplier partnerships that support collaboration and continuity of supply.
- Set up and maintain a framework to measure vendor performance, including punctual delivery, product quality, and response time.
- Manage purchase requisitions and sample requests end to end, making sure they are processed promptly and approved correctly.
Contracts, compliance, and records
- Handle supplier contracts throughout the full lifecycle, including drafting, negotiation, renewal, and escalation management.
- Ensure procurement activities follow internal policies as well as applicable Singapore regulatory requirements.
- Track contract performance, watch renewal timelines, and address issues early to avoid operational disruption.
- Resolve supplier disputes, quality claims, and non-conformance issues in a timely and professional way.
- Keep procurement documentation, purchase orders, and contract files accurate and audit-ready.
Cost control and budget support
- Analyze costs and compare pricing to find savings opportunities and manage spend effectively.
- Lead negotiations on prices and trade terms while maintaining quality standards.
- Work closely with Finance on annual budgets, spend tracking, and variance reporting.
- Recommend and implement initiatives that reduce cost through strategic sourcing and purchase consolidation.
- Assess total cost of ownership, including logistics, payment terms, lead times, and associated risks.
Inventory and demand planning
- Oversee inventory levels to ensure the business has enough stock without creating excess inventory.
- Coordinate with Operations and F&B teams to forecast procurement requirements based on demand patterns and seasonality.
- Introduce reorder point and replenishment methods to support uninterrupted supply.
- Monitor slow-moving and obsolete stock to reduce waste and holding costs.
Sustainability and ethical sourcing
- Embed ESG principles into procurement decisions by prioritizing responsible suppliers.
- Apply ethical sourcing standards, including fair labor practices, anti-bribery expectations, and compliance requirements.
- Support the use of environmentally certified or sustainably packaged products that align with Changi’s green objectives.
- Carry out periodic sustainability reviews of suppliers and report on supply chain sustainability performance.
Additional duties
Other tasks may be assigned by the Head of Finance or senior management as needed.
Requirements
- A degree or diploma in Business, Procurement, Supply Chain Management, or a closely related field.
- At least 5 years of relevant experience, ideally gained in the F&B or hotel sector.
- A self-driven, independent, and proactive working style, with the ability to deliver strong results under tight deadlines.
- Solid abilities in problem-solving, communication, leadership, and negotiation.
- Strong spoken and written English skills.
