Pre-Construction Manager

Role Overview

As a senior leader within the Capital Works team, the Pre-Construction Manager will collaborate with Preconstruction Engineers, Project Managers, Consultants, and the Head of Capital Works. The position focuses on managing and executing preconstruction processes to ensure capital works projects are properly scoped, designed, consented, and delivered in alignment with the council's long-term strategic plans.

Key Responsibilities

• Develop comprehensive preconstruction schedules, budgets, and methodologies following best practice approaches to guarantee project success.
• Evaluate and validate business cases, project designs, scopes, and budgets to confirm practicality, cost-effectiveness, and alignment with objectives.
• Prepare project timelines, financial plans, risk assessments, and procurement strategies.
• Work closely with designers, planners, and engineers to improve design details and ensure adherence to relevant standards such as NZS3910 and NZS3916.
• Support Project Managers in overseeing construction contracts and resolve technical issues that emerge during construction phases.
• Assist Capital Works and Asset Management teams in early-stage project conceptualization, planning, and business case development.

Candidate Profile

The ideal candidate is an experienced Preconstruction Manager with outstanding communication and teamwork skills. They should be capable of effectively interpreting project concepts and delivering them throughout the project lifecycle. A natural communicator who maintains excellent stakeholder relationships and produces high-quality reports is essential. Experience in applying industry best practices and collaborating across multidisciplinary teams, consultants, and contractors to ensure compliance and quality is critical.

Qualifications and Experience

• At least 10 years of experience in design management, construction management, or project management handling various infrastructure projects from small to large scale.
• Strong leadership background including mentoring, coaching, and supporting project management teams.
• Demonstrated success in managing complex projects and meeting financial targets.
• Extensive knowledge of design management, consenting, safety in design, constructability, risk management, procurement, and quality assurance.
• Excellent written and verbal communication skills including presentation, interpersonal, and consultation abilities.
