About the Organization and Role

The International Organization for Migration (IOM), a United Nations related agency founded in 1951, leads global efforts in migration management by collaborating with governments and partners to promote safe, orderly migration. IOM Ireland, active since 2001, engages in initiatives such as voluntary return and reintegration, resettlement, family reunification, counter-trafficking, protection, support services for temporary protection beneficiaries, immigration governance, and mental health assistance.

We seek a National Labour Market Information (LMI) Officer to oversee the planning and execution of LMI unit projects in Ireland. This role involves managing the unit's projects, including financial, logistical, administrative, and technical aspects, ensuring alignment with IOM policies and donor requirements.

Key Responsibilities

• Oversee full implementation of Labour Migration and Integration projects in Ireland, managing resources and compliance.
• Track project progress, evaluate outcomes, identify challenges, and recommend adjustments in coordination with the Chief of Mission.
• Integrate gender, protection, human rights, and related cross-cutting issues into project execution.
• Develop monitoring and evaluation tools; handle information management, visibility efforts, and produce communication materials.
• Identify opportunities for project expansion and assist in drafting new proposals based on local context assessments.
• Participate in mission leadership teams to foster synergies and spot new opportunities for IOM Ireland.
• Contribute to development and revision of methodologies and contingency plans in response to emerging challenges.
• Prepare and submit reports to donors, government, and stakeholders in a timely manner while ensuring compliance.
• Collaborate with government bodies, partners, UN agencies, civil society, donors, and other stakeholders.
• Plan and deliver capacity-building activities for staff, partners, government officials, and humanitarian actors.
• Represent IOM at forums such as conferences, working groups, and steering committees.
• Supervise and manage the LMI team, ensuring adherence to policies, productivity, and professional development.
• Lead recruitment, onboarding, training, and performance evaluations of project team members.
• Ensure adequate tools and support for LMI staff to maximize effectiveness.
• Undertake mission-related travel as necessary.
• Perform additional tasks assigned by the Chief of Mission.

Qualifications and Experience

• Bachelor's degree in political/social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields with 4 years relevant experience, or Master's degree in these fields with 2 years relevant experience.
• Experience coordinating with government entities, international institutions, UN agencies, and NGOs.
• Project management experience involving budgets exceeding 2 million EUR annually.
• Proven leadership of multinational teams of over 12 staff members.
• Direct experience working with migrants, refugees, internally displaced persons, victims of trafficking, or other vulnerable groups.
• Prior involvement in Labour Migration and Integration initiatives is advantageous.
• Experience within international humanitarian agencies, governmental, or non-governmental organizations in multicultural environments is a plus.

Skills and Knowledge

• Comprehensive understanding of immigration policies and regulations.
• Familiarity with the Irish asylum and migration system.
• Knowledge of UN and bilateral donor funding frameworks and programming.
• Understanding of UN financial, administrative, and HR policies and regulations.
• Fluency in English, both written and spoken, is essential.
