Job Overview
The Manager of Health, Safety, Environment, and Security (HSES) is expected to have a thorough grasp of HSES theories, principles, and related disciplines. This role involves applying industry knowledge to enhance effectiveness, guide processes and policies, and address technical, operational, and organizational challenges affecting performance. The position significantly influences the service quality and timeliness of the HSES team and makes decisions guided by policies, resource needs, budgets, and business plans.
Key Responsibilities
- Maintain comprehensive knowledge of all existing HSES policies and procedures.
- Interpret regulatory requirements and ensure compliance is monitored.
- Maintain appropriate staffing for HSES functions.
- Identify HSES training needs and ensure effective delivery of training programs.
- Develop and implement local and project-specific HSES procedures as required.
- Oversee performance of HSES personnel to ensure standards are met.
- Monitor and evaluate subcontractor performance regarding HSES requirements.
- Facilitate Hazard Identification (HAZID) sessions and other risk assessments.
- Plan and conduct HSES audits.
- Create and maintain HSES Activity Plans.
- Prepare HSES performance reports for submission to the Functional Lead.
- Set annual HSES targets and maintain improvement plans.
- Develop and manage plans to achieve objectives, targets, and goals.
- Lead or participate as a Subject Matter Expert in incident investigations and reporting.
- Provide HSES insights for forward-looking plans and reports.
- Contribute HSES input for Management of Change and Lessons Learned processes.
- Review and approve subcontractors and vendors for equipment and services.
- Participate in forums such as kickoff meetings, constructability reviews, and readiness reviews, providing relevant input.
- Lead implementation, enforcement, and verification of compliance with all company policies and procedures.
- Ensure employees understand their roles and authority to comply with policies and procedures.
- Oversee timely completion of all mandatory training for self and team members.
Qualifications and Experience
- Degree or equivalent education/experience in an HSES-related field.
- More than 8 to 9 years of HSE experience in the Energy Industry.
- NEBOSH Diploma or equivalent certification.
- Trained and experienced as an ISO lead auditor for standards such as ISO 9001, 14001, or 45001.
- Maintain essential competencies associated with HSES roles.
- Ability to work collaboratively as both a team member and a team leader.
- Strong written and verbal communication and presentation skills.
- Familiarity with both local and international HSES laws and regulations.
