Job Overview

The Local Content Specialist will be responsible for assisting in the execution and oversight of Local Content initiatives across large government and semi-government mega projects organized under Joint Venture (JV) arrangements. This position ensures adherence to LCGPA regulations and project-specific localization mandates by collaborating with JV partners, internal teams, contractors, and supply chain departments to implement, track, and report Local Content commitments accurately.

Key Duties and Responsibilities

  • Implement and coordinate Local Content requirements throughout JV entities; maintain comprehensive records of responsibilities and commitments.
  • Track localization goals and reporting obligations for JV partners, aiding the Local Content Manager in orchestrating localization activities and follow-ups.
  • Ensure compliance with LCGPA and project-specific Local Content regulations by gathering, validating, and consolidating data and documentation from JV partners and internal departments.
  • Assist in preparing performance reports, monitoring KPIs, and highlighting gaps or delays related to Local Content.
  • Support audit and certification preparations pertaining to Local Content compliance.
  • Monitor participation of local suppliers, workforce, materials, and services against agreed targets; identify ways to enhance local sourcing and Saudi workforce involvement.
  • Track supplier development, localization efforts, and knowledge transfer programs.
  • Work closely with Procurement and Commercial teams to track local materials, services, and subcontractor data; review procurement information to find opportunities or gaps in Local Content.
  • Assist in managing Local Content elements in contract and tender processes and maintain verifiable records of commitments and evidence.
  • Collaborate with multiple departments—Project, Procurement, Commercial, Finance, HR—to collect Local Content data; support management in meetings and communications with JV partners, project groups, and clients.
  • Prepare and present dashboards, reports, and performance summaries; follow up with stakeholders on pending Local Content deliverables and support awareness and internal communications.

Required Qualifications and Experience

  • Bachelor’s degree in Engineering, Business, Supply Chain, Finance, or related disciplines.
  • Two to four years of experience related to Local Content, Procurement, Supply Chain, Commercial, Contracts, or similar roles.
  • Preferably experienced in construction, infrastructure, mega projects, or joint venture frameworks.
  • Good knowledge of LCGPA rules and Saudi Arabia's Local Content standards.
  • Familiarity with IKTVA, Etimad, and government tendering processes is advantageous.
  • Strong abilities in analysis, reporting, documentation, coordination, and stakeholder engagement.
  • Proficiency in Microsoft Office applications, especially Excel and PowerPoint.
