Job Overview
This role is situated within the Office of Unified Communications under the Chief Administrative Officer's Human Resource Division in Washington, D.C. The Human Resources Specialist acts as the liaison between the agency and the District of Columbia Department of Human Resources, serving as the primary HR contact for the agency. The specialist delivers comprehensive technical support, guidance, and advisory services across various human resource functions to managerial, supervisory, and nonsupervisory personnel, and addresses HR and administrative challenges through proactive leadership.
Key Duties and Responsibilities
- Drafts position vacancy announcements collaboratively with management and senior staff, ensuring alignment with position descriptions.
- Reviews job postings to guarantee accuracy and optimal media placement, including newspapers and websites.
- Analyzes and applies qualification standards and position requirements for jobs at all levels, spanning non-supervisory to managerial roles, ensuring compliance with relevant rules, regulations, and industry standards.
- Prepares and evaluates Selection Certificates that list eligible candidates, maintaining adherence to procedural requirements and agency goals.
- Conducts personal reference checks on applicants to support selection processes.
- Identifies organizational issues, researches potential solutions, and presents recommendations for enhanced structure and effectiveness.
- Studies organizational needs for short- and long-term planning, proposing strategies to boost efficiency.
- Develops and reviews administrative procedures, functional controls, and systems within the agency.
- Researches and interprets applicable District and Federal personnel laws, regulations, and procedures relevant to HR matters and administrative issues.
Qualifications and Requirements
- At least one year of specialized experience related to this role, demonstrating the required knowledge, skills, and abilities equivalent to the next lower grade level in a typical career progression.
- No licensure or certifications required.
Work Environment and Additional Information
- The work setting is well-lit, heated, and ventilated.
- Regular safety precautions apply due to everyday work-related risks.
- Working hours are Monday through Friday from 9:00 AM to 5:00 PM.
- This position is classified as CS-0201-12 with no promotion potential currently identified.
- The role is security sensitive, necessitating enhanced suitability screening including criminal background checks and mandatory drug and alcohol testing as applicable.
- Residency requirement: Applicants claiming District residency preference must commit in writing to maintaining bona fide residency in the District of Columbia for seven consecutive years, with documented proof required. Failure to maintain residency results in employment forfeiture.
