Role Overview
The Executive Manager plays a pivotal role in assisting the Inspector-General Emergency Management (IGEM), the Director of Governance and Reporting (G&R), and the wider office in spearheading corporate and strategic functions to deliver effective and efficient services. By collaborating closely with the Director, G&R, and key internal and external agency stakeholders, this role focuses on developing, maintaining, and improving operational systems and processes.
Key Responsibilities
- Provide leadership and coordination for governance and corporate service functions, encompassing audit, risk management, finance, human resources, ICT, and strategic governance.
- Conduct research and detailed analyses to support policy development, governance frameworks, and performance management systems within the office.
- Manage the budgeting cycle including submissions, annual budget allocation, forward estimates, and year-end financial processes.
- Monitor and manage financial expenditure to ensure alignment with government priorities and internal policies.
- Deliver monthly performance reports related to finance, human resources, and business services to the Director, G&R, along with continuous advisory support.
- Lead and mentor a small team responsible for business services, including asset management, information technology, and records management, ensuring daily operations comply with governance standards.
- Address human resource matters by implementing strategic solutions that promote continuous improvement and support senior leadership in effective service delivery.
- Fulfill corporate governance obligations in partnership with Queensland Police Service Corporate Services, including risk and performance management and budget preparation.
- Foster and maintain constructive relationships with internal staff and external stakeholders to support office-wide activities.
- Champion a workplace culture founded on values of safety, diversity, respect, and inclusion—supporting Aboriginal and Torres Strait Islander communities and contributing to improved outcomes for First Nations peoples.
Knowledge & Frameworks
In-depth understanding of the Queensland Government's Performance Management Framework, state disaster management systems, and the office’s scope of functions is essential.
