Senior Projects Engineer

Role overview

Swan Global is recruiting on behalf of its client for a Senior Projects Engineer in Doha, Qatar. This position is accountable for the planning, coordination, and delivery of capital works such as unit refurbishments, building development projects, and wider asset improvement initiatives. The role covers the complete project journey from concept and design through tendering, execution, and final handover, with a focus on finishing on schedule, staying within approved budgets, and meeting quality expectations. The post works under the direct direction of the Capital Projects Manager and contributes to protecting asset value, improving operational efficiency, and supporting portfolio growth.

Project planning and capital program management

The engineer will organize and drive the capital works program, including rapid turnaround of vacant units when required to support PM team needs and assist the FM team. Responsibilities include setting project scope, objectives, and deliverables with internal stakeholders; preparing schedules, milestones, and early cost estimates; building the business case for capital works; and ensuring project plans align with operational needs while limiting disruption to tenants.

Design, tendering, and procurement

This role involves leading design development with consultants and technical teams, preparing tender documents, bills of quantities, and technical specifications, and managing the tender process from bid review to contractor appointment. The Senior Projects Engineer will also support the Contract Specialist in drafting and negotiating construction and renovation contracts, while ensuring that procurement follows the client’s governance and purchasing framework.

Construction and project execution

The position oversees delivery of construction, renovation, and capital improvement works, including new design and build projects. It includes monitoring contractor performance against scope, quality, and time targets, carrying out regular site checks and progress reviews, coordinating between contractors, consultants, and internal teams, and resolving risks, delays, or technical challenges before they escalate.

Cost control and CAPEX management

The engineer is responsible for managing the CAPEX budget across multiple projects, tracking expenditures against approved allocations, reviewing variation requests and change orders, and proposing budget changes where required. The role also requires applying cost-control methods to avoid overspending, improve value, and provide regular financial reporting, cost data, and CAPEX updates.

Quality, handover, and asset lifecycle support

All outputs must meet the required technical standards and quality benchmarks. The role includes reducing future maintenance issues through sound design and construction oversight, coordinating with the FM Manager so that projects support long-term maintenance planning, and ensuring completed assets are properly handed over with all documentation and as-built records. The position also contributes to lifecycle planning by identifying upgrades and improvements for existing assets.

Regulatory approvals and stakeholder coordination

The Senior Projects Engineer will work with government bodies and liaison officers to secure permits and approvals, ensure compliance with building codes, safety rules, and applicable regulations, and coordinate closely with departments such as FM, Property Management, Finance, and Legal. The role also includes maintaining communication with consultants, contractors, and authorities to make sure all statutory and regulatory requirements are satisfied throughout the project lifecycle.

Skills and technical background

Required technical knowledge includes project, design, and construction management, site supervision, real estate development, building materials, MEP and ELV systems, architectural and interior fit-out works, finishes, contract administration, procurement, budgeting, scheduling, and risk management. Professional strengths should include leadership, team coordination, analytical problem solving, decision-making, communication, stakeholder handling, negotiation, and the ability to manage several projects at the same time.

Education, certifications, and language requirements

A bachelor’s degree in Engineering, Construction Management, Architecture, or Project Management is required. PMP certification is preferred, and membership in relevant international professional bodies is also desirable. The candidate should be computer literate with strong MS Office skills; experience using Primavera, MS Project, and reporting tools is preferred. Fluent English is required, and Arabic is an advantage.

Experience requirements

The ideal candidate should have 10 to 12 years of experience in design engineering, construction, and project management within real estate development projects, including at least 5 years in a managerial position leading capital projects. Experience in residential, mixed-use, or large-scale real estate developments is required.
