Overview
You will be part of the Financial Reporting & Services (Ministries) Directorate managing central finance operations and the administration of critical systems under the Accountant-General's Department in Singapore. The role involves overseeing the Government Human Resource and Payroll (HRP) system operations, facilitating payroll, claims, pensions, and medical billing processes for civil servants and related stakeholders.
Key Responsibilities
- Ensure precise and timely payments to government employees, pensioners, and health service providers through supporting central operations.
- Identify and implement improvements by streamlining processes and automating tasks while maintaining system governance, including monitoring performance and reporting.
- Facilitate system updates aligned with HR policy changes by translating policy objectives into effective system solutions compliant with business and legal requirements.
- Enhance financial controls across payroll, claims, pensions, and medical billing using data analytics to detect control deficiencies and areas for improvement. Collaborate with third-party system vendors and various module leads from partner agencies to maintain smooth central system functions and implement system fixes and enhancements.
- Build operational and technical capabilities by engaging hands-on with vendors to conduct assessments, user acceptance testing, change management, and deployment of updates to the HRP system.
- Recommend improvements to optimize service delivery for end-users.
- Lead and supervise a small team of officers managing daily operations.
Qualifications and Skills
- Tertiary qualification in Accountancy, Business, Finance, Analytics, IT, Systems, or related fields.
- Keen interest in operational technology roles with solid understanding of financial and payroll workflows.
- Prior experience in system management and relevant domain expertise is a plus.
- Capable of crafting well-founded proposals and recommendations to support management decisions.
- Proficient in core productivity software including Excel, Word, and PowerPoint.
- Familiarity with data analytics tools is beneficial.
- Experience of 9 to 15 years in related roles.
- Strong critical thinking, problem-solving, and analytical capability.
- Excellent communication, interpersonal, and stakeholder engagement skills.
- Efficient multitasking and time management under competing priorities.
- Detail-oriented, able to work independently and collaboratively as part of a team.
- Experience leading a small team of officers is advantageous.
