Job Overview
Kent is seeking an experienced Project Controls Manager to oversee and lead all project control activities across major Data Center EPC projects throughout Saudi Arabia, mainly based in Al Khobar and Riyadh. This role demands strong expertise in planning, scheduling, cost control, progress evaluation, forecasting, reporting, and risk management to facilitate successful project execution.
Key Responsibilities
- Lead the project controls department across assigned Data Center projects, ensuring the implementation of effective procedures, systems, and reporting compliant with governance and client requirements.
- Guide and support planning, cost, and project controls engineers, fostering a proactive performance culture.
- Create and update integrated project schedules covering engineering to commissioning phases, monitor progress against baseline, analyze critical paths, and propose recovery measures when needed.
- Implement and maintain comprehensive cost control systems, oversee project expenditures, commitments, and forecasts, coordinate cost reporting with commercial teams, and perform variance analyses.
- Develop and validate project progress measurement methods, track productivity, and deliver accurate physical progress reports with performance dashboards.
- Generate timely and precise project control reports and dashboard presentations for stakeholders, analyzing key project performance indicators and trends to inform decision-making.
- Manage project risk registers, facilitate risk workshops, monitor mitigation efforts, and evaluate schedule and cost impacts of risks and opportunities.
- Support change management processes by assessing effects on schedule and costs, maintaining change logs, aiding in claims and variation preparations, and incorporating approved modifications into project baselines.
- Oversee deployment and upkeep of project controls software and reporting tools to assure data accuracy and enhance continuous process improvements.
- Collaborate effectively with project leadership, construction, engineering, procurement, commercial teams, and clients to communicate project controls status and support governance reviews.
- Ensure adherence to company procedures and contractual obligations, support audits, and maintain comprehensive project documentation.
- Execute additional duties within professional capabilities as assigned to meet organizational needs efficiently.
Required Qualifications and Experience
- Bachelor's degree in Engineering, Construction Management, Project Management, Quantity Surveying, or related fields; Master’s degree preferred.
- Professional certifications such as PMP, AACE, or PSP are advantageous.
- At least 10–15 years’ experience managing project controls on large-scale construction, EPC, infrastructure projects, especially hyperscale data centers or mission-critical facilities.
- Previous work experience in the Middle East is important, with direct exposure to Saudi Arabian projects highly desired.
- Handled projects valued over USD 100 million and led multidisciplinary project controls teams.
- Strong command of project planning, scheduling methodologies, cost control, earned value management, risk management, change management, and performance reporting.
Technical Skills
- Advanced proficiency in Primavera P6 and Microsoft Project for scheduling.
- Expertise in cost control, forecasting, and earned value management (EVM).
- Experience with Critical Path Method (CPM) scheduling and quantitative schedule analysis.
- Familiarity with risk and progress measurement systems.
- Knowledge of FIDIC contracts and project delivery frameworks.
- Advanced skills in Microsoft Excel and Power BI for reporting and dashboard creation.
- Advantageous familiarity with project controls software like Primavera Unifier, EcoSys, or Deltek Cobra.
Leadership and Behavioral Competencies
- Strong strategic planning and team leadership capabilities.
- Effective coaching, mentoring, decision-making, problem-solving, and stakeholder influence skills.
