Procurement Manager

Role overview

Shelter Group is looking for a Procurement Manager to steer the full procurement cycle for its construction projects across the GCC. The role is centered on strategic buying, supplier management, and keeping procurement activity tightly aligned with project delivery, quality expectations, governance requirements, and commercial targets. It calls for strong business judgment, awareness of applicable regulations, and the ability to lead collaboration across functions in a multi-site construction environment while keeping supply chain risks under control.

Strategic procurement planning and market insight

You will shape and execute procurement plans for specific projects, ensuring they track execution milestones and budget limits. The position also involves sourcing strategically to improve value, strengthen supplier competition, and reduce exposure to risk. Market research, vendor comparison, and tracking price movements will be part of the job, along with contributing to broader sourcing frameworks and long-term procurement planning.

Procurement execution and contract administration

The manager will run the procurement process from start to finish, including tendering, supplier prequalification, bid assessment, negotiation, award, and post-award administration. Procurement decisions must remain transparent, fully traceable, and compliant with company policies and local regulations. The role also includes managing deviations, disputes, and post-award commercial discussions, as well as keeping procurement packages aligned with contract administration and cost-control systems.

A strong working knowledge of construction contracts, including FIDIC or similar forms, is required. You will work with legal and project teams to interpret and apply contract terms, conditions, obligations, and remedies, while monitoring deliverables, milestones, variations, timeline adherence, scope, and budget impact. The role also supports claims handling and dispute resolution to safeguard the company’s position.

Supplier and subcontractor management

You will be responsible for developing and sustaining a reliable supplier and subcontractor network across Qatar, Saudi Arabia, and the UAE. This includes onboarding and qualification, conducting performance reviews, tracking KPIs, and introducing supplier improvement initiatives. You will also drive stronger service levels through active relationship management and feedback processes.

Subcontract agreements must be aligned with the main contract, including scope, quality, safety, and delivery timelines. The role also requires ensuring that suppliers and subcontractors meet legal, statutory, contractual, and regulatory obligations.

Cross-functional collaboration and reporting

The position works closely with project, legal, commercial, and finance teams to keep procurement outcomes aligned with delivery targets. You will support contract interpretation, manage procurement-related claims, and provide leadership with clear reporting on performance, risks, and opportunities. The role also involves partnering with contract administrators and commercial teams on variation orders, claims, and final contract close-out, as well as preparing contractual risk assessments before subcontract awards.

Leadership, compliance, and improvement

You will ensure adherence to Shelter’s procurement policies, governance standards, and applicable regulations. Procurement risk reviews should be built into project planning and audit readiness. The role includes leading and coaching the procurement team to build accountability and high performance, while also encouraging a digital-first approach through ERP tools and dashboard reporting. Continuous improvement and knowledge sharing within the function are key expectations.
