Overview
A leading Oil and Gas client is seeking a Permit Writer for a one-year contract based in Kingston, Ontario. This role is pivotal in managing Permit to Work (PTW) processes to guarantee that all maintenance, contractor, and operational tasks are carried out safely, efficiently, and uphold company HSSE standards. Acting as a liaison between Operations, Maintenance, Contractors, and HSSE teams, the Permit Writer ensures hazards are recognized, risks evaluated, and appropriate protective measures enforced before and during project execution.
Core Responsibilities
- Develop and prepare work permits covering maintenance, project, and operational activities, detailing scope, location, required equipment, tools, and workforce needs.
- Engage actively in Job Hazard Analyses (JHAs), Risk Assessments, and Last Minute Risk Assessments (LMRAs).
- Verify permits accurately illustrate work scope, associated hazards, control measures, isolations, and necessary authorizations.
- Coordinate with Operations, Maintenance, Contractors, and specialist signatories to synchronize permit requirements.
- Assume custody of permits for field work execution and lead pre-job discussions ensuring all team members comprehend the work scope, hazards, PPE mandates, critical barriers, emergency protocols, and authority to stop work.
- Ensure strict adherence to permit conditions throughout task duration.
- Supervise onsite activities to confirm compliance with permit obligations and safe work practices through inspections and observations.
- Activate Stop Work Authority when conditions deviate or permit compliance lapses, collaborating with permit issuers and Operations to manage changes.
- Maintain conformity with Permit to Work, Isolation, Lockout/Tagout (LOTO), Hot Work, Confined Space Entry, Working at Height, and related safety standards.
- Confirm that all requisite permits, certifications, tests, and approvals are secured prior to task commencement.
- Demonstrate proactive safety leadership and contribute to incident investigations and corrective measures.
- Ensure completion of work in alignment with approved scopes, finalize permit close-outs, and verify the removal of temporary installations while maintaining a safe, orderly worksite.
Qualifications and Experience
- 3 to 5 years of experience in a manufacturing, refinery, lubricant, chemical, or related industrial setting.
- Hands-on experience with Permit to Work systems, maintenance planning, operations, or supervising contractors.
- Proven participation in risk assessment and safe work planning processes.
- Deep knowledge of Permit to Work systems, Risk Assessment and JHA methodologies, Lockout/Tagout (LOTO), Confined Space, Hot Work, Working at Height procedures, and contractor management.
- Excellent communication and coordination capabilities.
- Strong observance to detail and ability to recognize hazards effectively.
- Confidence to challenge unsafe practices and exercise authority to halt work.
- Proficiency using digital permitting platforms and standard Microsoft Office software.
