ICT Project and Service Manager

Role Overview

Singapore Polytechnic seeks an innovative and technically adept EduTech professional to join the team as an ICT Project and Service Manager. This role focuses on delivering outstanding IT service management, ensuring adherence to regulatory standards, and maintaining the reliability and efficiency of learning management platforms used by faculty and students.

Key Responsibilities

• Manage end-to-end IT service operations for learning management systems and related tools, including vendor relationships, contract oversight, and budget control.
• Oversee routine service level monitoring and business-as-usual operations to maintain optimal platform availability and performance.
• Ensure strict compliance with government regulatory requirements concerning IT systems and applications deployed within the institution.
• Provide technical and operational assistance covering incident resolution, problem mitigation, and change management processes.
• Drive innovation by implementing process improvements and automating technical tasks through scripting and coding activities.
• Lead and deliver projects that engage stakeholders effectively, design technical solutions and services, manage procurement and tendering processes, and oversee changes and transitions within stipulated timelines and budgets.
• Act as the government regulatory compliance officer, diligently monitoring and reporting compliance statuses of all deployed systems.

Desired Qualifications and Skills

• Academic background in Computer Science or related fields is essential.
• At least two years of experience in IT service management, particularly handling cloud-based SaaS applications.
• Proven technical competence in assessing and selecting technology solutions aligned with business goals.
• Familiarity with AI tools and platforms, including vibe coding, to enhance productivity and workflows.
• Hands-on scripting and coding skills using PowerShell, Python, Power Apps, Automate, Copilot Studio, or similar languages.
• Solid understanding of networking principles such as TCP/IP, OSI model, and common protocols including DNS, DHCP, HTTP, SSH, SMTP, LDAP, and TLS.
• Knowledge of cloud computing concepts covering IaaS, PaaS, SaaS, as well as infrastructure components like Application Load Balancers (ALB), Network Load Balancers (NLB), and Content Delivery Networks (CDN).
• Ability to adapt to various responsibilities and collaborate with diverse teams in a dynamic organizational environment.
• Strong multitasking capabilities with an aptitude for quickly addressing new challenges while maintaining effective stakeholder relationships.
• Excellent analytical, problem-solving, and communication skills to engage with both technical and non-technical audiences.
• Self-motivated, independent, yet a cooperative team player who upholds professionalism.

• This position offers a two-year initial contract.
