Job description

About the Role

The City of Stirling, Western Australia's largest local government serving over 243,000 residents with extensive community-oriented services, is looking for a dedicated Contract Officer to join its team. This role plays an essential part in enabling Business Units to acquire goods and services in line with legislative requirements and the City's policies, while fostering compliance, transparency, and value-for-money outcomes for the community.

Key Responsibilities

  • Collaborate closely with Business Units to provide expert procurement advice and support throughout sourcing and contract activities.
  • Coordinate and administer tenders, quotations, and market engagement activities of moderate complexity.
  • Manage contract renewals, extensions, variations, and Deeds of Novation.
  • Monitor contract expiry dates and facilitate the renewal and extension process.
  • Prepare procurement-related documentation such as contracts, correspondence, and reports.
  • Support tender evaluations, consensus meetings, and prepare recommendation reports.
  • Conduct due diligence and ensure compliance checks on supplier submissions.
  • Maintain accurate tender and contract registers to ensure reliable record-keeping.
  • Provide training and support to staff on procurement systems and process adherence.
  • Assist with procurement reporting, performance monitoring, and risk management activities.
  • Contribute to initiatives aimed at improving procurement governance and operational efficiency.

Candidate Requirements

  • Tertiary qualifications in Purchasing, Procurement, or a related field, or equivalent procurement experience.
  • Solid understanding and experience with procurement practices, sourcing processes, and tender documentation.
  • Familiarity with electronic sourcing platforms and procurement technology tools.
  • Knowledge of competitive sourcing techniques and procurement best practices.
  • Strong stakeholder management and engagement capabilities.
  • Excellent verbal and written communication skills.
  • Proven analytical, organizational, and problem-solving skills.
  • Proficiency in Microsoft Office and document management systems.
  • Experience or knowledge related to local government procurement, contract management, and Australian Standards is highly valued.

Additional Information

  • National Police Clearance and current 'C' Class Driver's Licence are mandatory for this position.
