About the Role
A major Oil & Gas operator is seeking a Commissioning Lead specializing in Simultaneous Operations (SIMOPS) for an onshore LNG project. This role involves long-term contract employment based on the site in Doha, Qatar, working 6 days per week with 10-hour workdays over a 36-month period, with potential extension.
Key Responsibilities
- Lead and manage the planning, coordination, and execution of SIMOPS in a safe and efficient manner, ensuring alignment with project timelines and SHES (Safety, Health, Environment, and Security) standards.
- Serve as the focal point within the Project Management Team (PMT) for SIMOPS and Permit to Work (PTW) processes, overseeing development, implementation, and continuous enhancement of procedures such as PTW and Lockout/Tagout (LOTO).
- Provide leadership and monitor EPC contractors and subcontractors for timely delivery and compliance with SIMOPS and site activities, including auditing field implementations.
- Maintain seamless communication and coordination among all stakeholders across disciplines including Construction, Pre-Commissioning, Commissioning, SHES, and Operations teams within the PMT and contractors.
- Supervise SIMOPS activities during Pre-Commissioning and Commissioning phases ensuring full compliance with company and regulatory standards; assist contractors in performing SHES risk assessments like HAZIDs.
- Offer clear guidance to contractors, facilitate conflict resolution, and promote alignment to meet project goals and system completion milestones.
- Manage SIMOPS/PTW execution by the EPC contractor and third parties, ensuring conformity to project specifications and company standards.
- Tackle challenges including managing EPC contracts and teams to deliver timely permits up to Ready For Start-Up (RFSU) status, maintain collaborative relationships with contractors, and coordinate with stakeholders such as Operations, Quality, and Engineering for system completions.
- Handle complex Brownfield commissioning activities integrating new and existing facilities, focusing on SIMOPS/PTW coordination during tie-ins across electrical, piping, and instrumentation with live assets.
- Support contractors in SIMOPS, LOTO, and PTW execution and auditing to close system gaps.
- Lead development and upkeep of SIMOPS, LOTO, and PTW documentation and review technical submissions from contractors.
- Maintain SIMOPS-related logs and registers such as Red Blinds, LOTO, and BPO.
Qualifications and Experience
- Bachelor's degree in Applied Sciences or Engineering.
- At least 12 years’ experience in large-project commissioning within the Oil & Gas sector, including a minimum of 1 year in supervisory or oversight roles.
- A minimum of 8 years as a SIMOPS/PTW Coordinator, Commissioning or Operations Lead with practical experience in planning and execution of pre-commissioning and commissioning.
- Experience working with Oil & Gas operators, contractors, or service companies.
- Expertise in SHES hazard identification, risk assessment, and SIMOPS/PTW management.
- Proven ability to lead multidisciplinary, multicultural teams in commissioning operations; experience on Brownfield onshore projects is advantageous.
