Role overview
SG Enable’s Service Development, Disability Support and Services Division is reassessing and strengthening the service continuum so that adults with disabilities and their caregivers can be better supported. This role contributes to that work by helping shape and improve pilot initiatives that respond to service gaps and future needs.
The position will support two key pilot programmes: the Enabling Services Hub (ESH), which adopts a regional model to make community support services more accessible near the homes of persons with disabilities and their caregivers; and the Supported Transition and Engagement Programme (STEP), a transition-support programme for recent special education graduates who are awaiting placement into government-funded disability services after graduation.
Key responsibilities
The role focuses on service planning, stakeholder coordination, and evaluation support for pilot initiatives.
- Contribute to the design and development of service models for initiatives such as ESH and STEP, ensuring alignment with national direction and sector priorities.
- Carry out needs assessments, service mapping, environmental scans, and gap analysis to surface emerging requirements and opportunities.
- Assess pilot programmes to close service gaps and strengthen quality, accessibility, integration, and long-term viability.
- Review current programmes and propose enhancements using data, feedback from the sector, and outcome-based evaluations.
- Create scaling plans for initiatives moving beyond the pilot stage.
- Prepare resourcing plans covering funding, manpower, and space requirements for both pilot and scale-up phases.
- Work closely with service providers, MSF, and other partner agencies to support planning and design efforts.
- Build and maintain productive working relationships with stakeholders to enable clear communication and collaboration.
- Support programme evaluation by identifying design issues, challenges, and opportunities for improvement.
- Partner appointed research organisations to shape an evaluation plan that measures pilot effectiveness.
- Define output and outcome indicators that track whether desired results are being achieved.
- Develop a data collection framework, including structure and processes, to support the pilot initiatives.
- Interpret quantitative and qualitative data to guide changes to service design and implementation.
- Take on other related duties as required.
Qualifications and experience
This role calls for at least 5 years of relevant experience in service management or in leading new programmes and pilots. A good degree in a relevant discipline is also required.
The ideal candidate should be a strong team player with solid communication and interpersonal skills, comfortable working with a wide range of stakeholders. The person should be self-directed, resourceful, able to handle multiple priorities, and careful in execution. Strong analytical and problem-solving ability is essential. Proficiency in MS Outlook, Word, Excel, and PowerPoint is expected, and prior experience in data analysis will be an advantage.
