Program Manager - IT Services and Software Delivery

About the Role

We are seeking a seasoned Program Manager to oversee strategic customer projects within our software delivery portfolio. This pivotal role involves managing delivery governance, maintaining client relationships, and supervising commercial aspects, primarily focused on telecom and government clients based in Saudi Arabia. The Program Manager will guide multiple ongoing projects, mentor Project Managers, and serve as a reliable advisor to our enterprise customers.

Key Responsibilities

• Manage complete delivery lifecycle of assigned programs ensuring scope, timelines, budgets, and quality meet contractual agreements.
• Maintain a consolidated program risk, assumptions, issues, and dependencies (RAID) log, offering clear visibility to the PMO Head on risks and exposures.
• Ensure adherence to company methodologies including stage gate reviews and change control procedures by all delivery teams.
• Coordinate resource allocation across projects and resolve inter-team dependencies.
• Serve as the escalation point above Project Managers and foster relationships at the steering committee level.
• Provide a unified engagement strategy across projects under the same client account.
• Lead executive communications including status presentations detailing program health, risks, and key decisions.
• Support contract renewals, amendments, and change requests ensuring commercial terms align with delivery commitments.
• Collaborate with Sales, Presales, and Finance to correctly define scopes, service level agreements, and pricing models.
• Identify and highlight areas of commercial risk and assist in formulating mitigation plans.
• Coach Project Managers, remove obstacles, and cultivate team competency.
• Promote the integration of SDLC and CI/CD best practices throughout delivery workflows.
• Enhance PMO tools, templates, and governance frameworks continuously.
• Deliver weekly program updates and monthly health reviews emphasizing decisions, risks, and financial status.

Qualifications and Experience

• Bachelor’s degree in Engineering, Computer Science, Information Systems, or similar fields, or equivalent practical experience.
• Fifteen or more years in IT services, software delivery, or technology consulting.
• A minimum of eight years managing projects or programs with full delivery responsibilities.
• Experience overseeing multiple software delivery projects simultaneously in enterprise settings.
• Preference for candidates with experience working with stc or comparable large telecom or government entities within Saudi Arabia.

Technical Expertise

• Familiarity with SDLC models including Agile, Scrum, and Waterfall methodologies.
• Working knowledge of CI/CD processes and DevOps principles.
• Exposure to enterprise solutions such as CRM, ERP, middleware/integration platforms, mobile, or digital experience applications.
• Competent in managing RAID logs and governance reporting.

Certifications

• Project Management Professional (PMP) or equivalent certification preferred.
• Additional certifications such as PgMP, PRINCE2, SAFe, or Certified Scrum Master (CSM) are considered advantageous.

Reporting

This position reports directly to the Head of PMO in the Program and Delivery Management function.
