Role Overview
We are looking for a People & Business Operations Manager to develop and direct our people operations department during a pivotal period of expansion. This role merges responsibilities across employee lifecycle management, governance, business operations, and company culture.
The role encompasses ownership of performance management frameworks, compensation and benefits oversight, employee relations, and ensuring compliance with U.S. state employment laws as we expand our presence in the U.S. You will contribute to initiatives led by the strategy and business operations teams and establish systems to facilitate hiring, development, and retention of outstanding employees.
You will closely collaborate with the Talent Manager, Finance, Business Operations, and executive leadership, acting as a trusted advisor to the CEO and leadership on workforce matters.
Key Responsibilities
- Manage compliance with employment requirements across U.S. states including tax registrations, payroll configurations, mandatory workplace postings, and employee notifications.
- Develop standardized, proactive processes to assess legislation for new states during expansion efforts.
- Coordinate with Rippling, external legal counsel, and Finance to ensure timely payroll, tax, and notice compliance for all employed states.
- Serve as internal expert on U.S. state employment laws tailored to a remote-first, distributed workforce.
- Design and implement biannual and annual performance review cycles aligned with company growth and business objectives.
- Maintain and refine levelling systems for engineering (IC1-IC6) and non-technical roles, defining clear competencies, expectations, and paths for progression.
- Collaborate with department leads and Talent Manager to calibrate performance assessments and guide talent-related decisions.
- Lead manager training initiatives focused on feedback delivery, goal-setting techniques, and performance discussion facilitation.
- Maintain documentation and analytics related to performance to support strategic HR decisions.
- Oversee daily compensation management for all roles across regions, including salary band maintenance.
- Administer variable compensation and commission schemes for sales and other teams, ensuring alignment with organizational goals.
- Process records of employment (ROE), payroll modifications, and compensation payouts while coordinating with Finance for budget authorization.
- Manage market salary adjustments, retention incentives, and compensation requests with proper approval workflows.
- Handle benefits administration in both U.S. and Canada including enrollment coordination, education efforts, plan modifications, COBRA compliance, and employee wellness programs.
- Monitor and optimize benefits expenses, providing regular reports to leadership.
- Update and maintain employment contract templates and employee handbook for U.S. and Canadian operations reflecting legal changes.
- Ensure compliance with employment regulations including payroll tax filings and submissions across jurisdictions.
- Manage data cleanliness and integrity in HR information systems to support audits.
- Coordinate with external employment legal counsel as required.
- Collaborate with Talent Manager on culture programs and employee engagement initiatives.
- Manage recognition efforts like birthday and work-anniversary celebrations.
- Track and report employee engagement data to identify retention risks and facilitate communication between leadership and staff.
- Develop automated workflows and create dashboards to monitor HR metrics for leadership.
- Handle systems integration and guarantee smooth data exchanges between platforms.
- Lead or support ad-hoc projects and strategic initiatives as arising.
- Provide flexible assistance on cross-functional business projects including insurance, vendor relationships, fundraising activities, data room management, and partnership outreach.
- Support KPI and revenue tracking alongside Finance, adapting workload according to business demands.
Minimum Experience
- Over 5 years of experience in people operations or human resources, particularly in scaling companies from approximately 50 to over 300 employees.
- Practical expertise with U.S. state-level employment compliance covering tax registrations, payroll setup, workplace postings, and employee notices is essential.
- Proven success in leading people operations teams or managing complex workflows across multiple jurisdictions.
- Direct HRIS experience, preferably using Rippling, plus benefits administration proficiency.
- Demonstrated ability in designing performance review cycles, levelling systems, and compensation frameworks.
- Located in Canada, ideally within Greater Toronto Area.

Technical Expertise
- Competence with HRIS platforms, particularly Rippling.
- Experience in creating automation workflows.
- Strong skills in Excel and data analysis.

- Familiarity with dynamics in venture-backed, high-growth companies, including fundraising processes.
- French language proficiency is an advantage.
