Overview
The Defense Logistics Agency (DLA) is recruiting a Management Analyst to manage the Management Support Agreements program at its Kaiserslautern, Germany site. This role serves as the lead authority overseeing agreement policies, processes, and administration. The analyst will provide expert consultation to senior leadership, resolve program challenges, and maintain strong stakeholder relationships to optimize agreement implementation and compliance.
Key Responsibilities
- Manage the DLA Management Support Agreements Program for the assigned location, ensuring oversight and effective administration.
- Serve as the primary central point of contact for organizational policy, procedures, and process matters related to support agreements.
- Advise senior managers on agreement-related initiatives and programs, providing strategic consultation.
- Identify and address any program deficiencies, develop actionable plans, and implement solutions to enhance program performance.
- Respond to queries concerning agreements, mediate disputes, and facilitate positive interactions between all involved stakeholders.
- Create and monitor performance indicators and maintain data on agreement volume, value, relationships, and terms for site-wide reporting.
- Ensure financial documentation, cost estimations, and reimbursement processes for support agreements adhere to relevant regulations.
Candidate Requirements
- Must be a United States citizen.
- Position requires security clearance as Non-Critical Sensitive.
- Appointment contingent upon successful background and suitability assessment without reciprocity.
- Flexible duty schedules with a standard Tour Length of 36 months under Overseas Rotation Agreement.
- Male candidates born after December 31, 1959, must comply with Selective Service registration.
- Access to federal facilities requires REAL ID or equivalent identification.
- Must not be subject to bargaining unit status and recruitment incentives are not authorized.
- Compliance with the Fair Labor Standards Act as an exempt employee.
Professional Experience
Applicants must demonstrate at least one year of specialized experience directly relevant to the duties at a GS-11 or equivalent level, gained through federal, military, or law enforcement roles. This experience should include:
- Managing agreements to support organizational goals including customer service enhancement and audit readiness.
- Developing and adapting agency procedures to comply with updated regulations and policies.
- Handling inquiries, resolving disputes, and managing stakeholder coordination for agreements.
- Tracking and documenting financial transactions related to agreements including costs and reimbursements.
- Preparing and delivering management briefings on agreement statuses.
Additional Information
- Compliance with Exceptional Family Member Program guidelines and support for educational and early intervention services overseas is required when applicable.
- Medical and dental care overseas is the responsibility of employees and their families; access to military facilities is limited to space availability and is reimbursable.
