Position Overview
As Designer Group expands its global reach, emphasis on robust project governance, labor compliance, and subcontractor management intensifies to safeguard personnel, projects, and corporate interests. The International Project Compliance Manager role involves overseeing and enhancing compliance standards across the international portfolio.
Reporting directly to the Head of Contracts Compliance, this role is mobile and project-centric, based in Ireland but requiring frequent travel to European and international sites. Duties include conducting systematic site compliance audits, examining project documentation, assisting site administrators, identifying compliance deficiencies, and ensuring remediation completion.
The role demands collaboration with Commercial, Project Delivery, Procurement, Finance, People Operations, Talent Acquisition, and HSQE departments to confirm appropriate controls, documentation, and evidentiary standards are met per project.
Primary Responsibilities
- Perform thorough compliance audits across international project locations.
- Manage and update project compliance registers and dashboards.
- Review and validate subcontractor onboarding, appointment, and mobilization paperwork.
- Ensure that insurance policies, bonds, guarantees, and contractual documents are current and complete.
- Examine labor and mobilization compliance documents, including right-to-work, visas, permits, A1 certificates, and posted-worker paperwork when relevant.
- Support compliance administrators, project administrators, and document controllers on site.
- Detect compliance gaps, assign corrective measures, and oversee their resolution.
- Coordinate with Commercial and Procurement teams to guarantee formal subcontractor appointments prior to mobilization.
- Collaborate with People Operations, Talent Acquisition, Finance, and HSQE to address cross-functional compliance concerns.
- Prepare clear audit reports, action trackers, and risk updates for the Head of Contracts Compliance.
- Aid in the ongoing refinement of uniform compliance practices across international assignments.
Candidate Profile
The ideal candidate will be practical, methodical, and accustomed to operating within dynamic project environments. Awareness of the crucial nature of meticulous documentation, stringent governance, and prompt risk identification on multifaceted construction or engineering projects is essential.
No legal expertise is necessary; however, confidence in reviewing project records, pinpointing lapses, and interfacing with various departments to enforce compliance standards is vital.
Essential Qualifications
- A minimum of 5 to 8 years’ experience in finance, commercial operations, auditing, compliance, project controls, contract administration, or in support roles within construction/engineering projects.
- Comprehensive understanding of commercial and financial controls, documentation protocols, audit trails, and governance frameworks.
- Experience in reviewing, verifying, or maintaining records tied to contracts, suppliers, subcontractors, insurance, approvals, payments, risks, or compliance.
- Capability to interpret process requirements, ensuring proper documentation, approvals, and evidence are secured.
- Exceptional organizational skills, acute attention to detail, and the ability to juggle multiple tasks across varied projects or business units.
- Proficiency with data management, trackers, registers, reporting, and compliance dashboards.
- Skill in identifying compliance gaps, pursuing corrective actions, and escalating risks efficiently.
- Excellent communication abilities with experience liaising across Finance, Commercial, Procurement, People Operations, Talent Acquisition, HSQE, and project delivery teams.
- Confidence in engaging with site teams, senior leadership, and external consultants.
- Willingness and availability to travel frequently throughout Europe and other international project locations.
Preferred Experience
- Background working with M&E contractors, main contractors, or engineering contractors.
- Familiarity with international or multi-jurisdictional project environments.
- Knowledgeable in construction contract types such as JCT, NEC, FIDIC, or customized agreements.
- Experience dealing with labour mobilization documents, posted-worker regulations, A1 forms, right-to-work documentation, or international assignment paperwork.
- Supporting roles for site-based administrators, document controllers, or compliance coordinators.
- Producing compliance dashboards, audit trackers, or governance reports related to projects.
