Role Overview

The Head of Sourcing & Procurement is a senior leadership position responsible for crafting and advancing the organization's procurement strategy to support high-quality, sustainable eldercare. This role ensures procurement processes optimize resources, maintain service reliability, and align with the organisation's overall objectives. Collaborating closely with cross-functional teams, the Head will foster cost efficiency, quality standards, and operational robustness through effective governance, supplier management, and continuous improvement.

Key Responsibilities

  • Design and lead the organisation-wide sourcing and procurement strategy aligned with operational and corporate goals.
  • Manage the entire procurement process from needs assessment to sourcing methods (RFI/RFQ/RFP/ITT), evaluation, and contract awarding.
  • Ensure strict adherence to governance policies emphasizing transparency, compliance, and value for money.
  • Implement and enforce procurement frameworks including approval limits, conflict of interest declarations, and compliance protocols.
  • Lead vendor management strategies, governance of approved vendor lists, onboarding, performance monitoring, and risk mitigation.
  • Identify opportunities for cost reduction through consolidated demand, negotiation, and comprehensive total cost of ownership analyses.
  • Oversee contract administration from execution, performance tracking, to renewal and compliance monitoring.
  • Partner with internal leaders across departments and centers to synchronize procurement plans with service and operational demands.
  • Provide advisory support on procurement processes, specifications, evaluation standards, and tender documentation development.
  • Develop and nurture the sourcing and procurement team, focusing on process enhancements, reporting, and performance metrics.

Qualifications and Experience

  • Bachelor's degree in Supply Chain Management, Business Administration, or related disciplines.
  • At least 10 to 12 years of relevant experience, including a minimum of 5 years in a leadership role within sourcing or procurement.
  • Extensive expertise in strategic sourcing, tender management (RFP/ITT), and contract negotiations.
  • Comprehensive understanding of procurement governance, approval workflows, and compliance standards.
  • Demonstrated success in vendor management, supplier performance appraisal, and contract lifecycle oversight.
  • Strong commercial insight with proven ability to achieve cost savings and optimize value using Total Cost of Ownership methodologies.
  • Experience managing supplier, compliance, and operational risks effectively.
  • Excellent skills in stakeholder engagement and influencing senior management as well as cross-functional teams.
  • Leadership capabilities in team management, skills development, and performance evaluation.
  • Preferably experience in healthcare, Intermediate and Long-Term Care (ILTC), or regulated procurement sectors.
