Position Overview

This opportunity is open exclusively to internal and external candidates registered in the Pathways Pool. Selection will be based on the Pathways Pool procedures. The Head of Resources Management reports directly to the Chief of Mission and closely coordinates with the Regional Resources Management Officer, Department of Resource Management, and Global Shared Services Centre. The incumbent will oversee and be accountable for budgetary, financial, human resource, and administrative operations of the Country Office and its Sub-Offices, providing necessary support to personnel in these domains.

Key Responsibilities

  • Lead treasury management by forecasting cash flows aligned with country office activities and sub-offices.
  • Monitor and control fund disbursements ensuring compliance with donor agreements.
  • Conduct financial analysis of projects, oversee budget controls, and monitor variances between planned budgets and actual expenditures, proactively preventing deficits.
  • Coordinate annual budget preparation for the Country Office and new projects.
  • Provide quarterly financial sustainability reports to the Regional Office.
  • Ensure robust internal controls to safeguard assets, prevent fraud, and manage cash.
  • Review payroll allocations to ensure compliance with project accounting guidelines.
  • Finalize project and donor financial reports according to IOM policies.
  • Supervise overall financial management including expenditure accountability.
  • Evaluate existing financial and administrative systems, proposing improvements for enhanced efficiency and control.
  • Oversee Human Resources activities, including recruitment, policy application, and sensitive personnel matters in consultation with senior management.
  • Manage procurement, logistics, supplier contracts, fleet management, facility maintenance, and support services.
  • Represent IOM in UN meetings such as the Operations Management Team or ONE UN working groups.
  • Act as Officer-in-Charge during the absence of the Chief of Mission.
  • Perform additional duties as assigned.

Qualifications and Experience

  • Master’s degree in Finance, Accounting, Business Administration, Management, or a related field with a minimum of seven years of relevant experience, or
  • Bachelor's degree in the above fields with nine years of relevant experience.
  • Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous.
  • Demonstrated background in financial administration including budgeting, accounting, and financial management.
  • Experience in human resources, procurement, and logistics functions.
  • Familiarity with Enterprise Resource Planning (ERP) systems.
  • Experience in emergency operations and monitoring, evaluation or audits is a plus.

Required Skills

  • Strong ability to liaise with governmental and international officials.
  • Capacity to act independently with sound judgment under pressure.
  • Proven ability to prepare clear and concise reporting documents.
  • Knowledge of International Public Sector Accounting Standards (IPSAS) is beneficial.
  • Experience with SAP software is highly desirable.

Languages

Fluency in English, both spoken and written, is mandatory. Working knowledge of other official UN languages such as Arabic, Chinese, French, Russian, or Spanish is considered an added advantage. Language proficiency will be assessed during selection.

Additional Information

Internationally recruited staff must be willing to be mobile. Appointment depends on funding confirmation, clearances (medical, security, accreditation), and meeting residency or visa mandates. Applications are only accepted through the official internal system, with late submissions disallowed.
