Finance Manager / Financial Controller - 1-Year Contract

About the Role

A government agency in Saudi Arabia is seeking an experienced Finance Manager / Financial Controller to lead its financial management efforts and support a transition from Cash Basis to Accrual Basis accounting. The position aims to enhance financial governance, guarantee adherence to regulations, and elevate financial operations to the highest standard.

Key Responsibilities

• Oversee financial planning, budgeting, forecasting, and financial reporting processes.
• Drive and manage the shift of accounting from Cash Basis to Accrual Basis methodology.
• Ensure consistent compliance with financial standards, organizational policies, and internal controls.
• Prepare and examine financial statements along with management reports.
• Contribute to strengthening financial governance and streamlining processes.
• Act as liaison with auditors and essential internal and external stakeholders.
• Lead, mentor, and develop the finance team to meet the organization's goals.

Candidate Requirements

• Bachelor's degree in Finance or Accounting is mandatory; a Master's degree is desirable.
• At least 10 years of proven experience in finance roles, particularly in financial control.
• Hands-on experience with transitioning accounting systems from Cash Basis to Accrual Basis is essential.
• Prior experience in the healthcare industry is advantageous.
• Comprehensive understanding of financial reporting, budgeting, financial controls, and corporate governance.

Location Information

• Positions are available in multiple locations across Saudi Arabia including Tabuk, Hafar Al Batin, Al Ahsa, Najran, Taif, and Northern Borders.

Contract Details

• Employment Type: Full-time contract.
• Contract Length: One year initially, with the possibility of renewal depending on project requirements.
• Employer: International Human Resources (IHR), assigned to a government entity.
