Overview
Waimakariri District Council is creating a dedicated Duty Planning team to meet increasing demand, improve customer service, and lift the quality and consistency of planning advice across the district. This permanent full-time role is based in Rangiora and offers the chance to help establish and guide a new team from the ground up.
As Duty Planning Supervisor, you will lead the team’s daily operations, support the development of its processes, and ensure planning advice is delivered in a timely, accurate, and customer-oriented way. The role sits within the Resource Consents team and contributes to the administration of the Resource Management Act 1991 (RMA), sustainable growth, environmental care, and positive public outcomes across Waimakariri.
What the role involves
You will report to the Resource Consents Team Leader and take responsibility for the smooth running of the Duty Planning service. This includes handling public enquiries, pre-application meetings, PIM reviews, vehicle crossing permits, and planning advice work with professionalism and efficiency.
Key duties
- Guide and organise the Duty Planning function so enquiries and applications are handled promptly.
- Provide expert planning input and support pre-application discussions.
- Assess resource consent matters and planning approvals in line with relevant legislation.
- Keep records accurate and up to date so planning workflows are properly supported.
- Assist, coach, and lead colleagues where required to improve overall service delivery.
About you
The council is looking for a planning professional who is people-focused, confident working with a wide range of stakeholders, and able to communicate clearly with applicants, consultants, colleagues, and the public. You should be comfortable leading by example, improving processes, and contributing to a collaborative team culture.
The ideal background includes a recognised qualification in Planning, Resource Management, Surveying, or a closely related discipline, along with about 4 to 5 years’ experience as a Duty Planner and in processing resource consent applications. Strong knowledge of the Resource Management Act 1991 and related planning legislation is essential, as are organisation, time management, attention to detail, and the ability to foster a positive and efficient workplace.
