Construction Specialist II - Utilities

Overview

Pasco County is seeking a knowledgeable Construction Specialist II to offer expert supervision across various construction projects within the Capital Improvement Program (CIP). This role, based in the Utilities Engineering and Contract Management Department, focuses on the delivery and management of critical water, wastewater, and reclaimed water infrastructure. The Construction Specialist is integral in coordinating construction operations and acting as a liaison among Engineers, Project Managers, and Contract Specifications Coordinators to guarantee the safe, effective, and compliant execution of projects according to design and contract standards.

Key Responsibilities

• Develop and organize plans for all utility-related construction initiatives.
• Oversee scheduling and coordination of utility construction, renovations, and expansions within the County.
• Collaborate with external contractors ensuring adherence to County standards.
• Assist Project Managers with the review and approval of contractor payment requests and invoices.
• Conduct field inspections to verify compliance with approved construction plans and standards.
• Coordinate closely with project architects and engineers.
• Participate in design phase technical reviews.
• Contribute to bid document preparation and bid evaluation processes.
• Review Requests for Information (RFIs) and construction submittals.
• Ensure necessary testing is conducted on water, sewer, and reclaimed water systems.
• Provide accurate and timely project progress updates, approving pay applications consistent with work completed.
• Prepare detailed Project Status Reports including scheduling, photographic documentation, and progress records.
• Manage and update the Project Punch List to track outstanding items.
• Oversee system testing and startup procedures.

Knowledge, Skills, and Abilities

• Understanding of public works and utilities construction materials and procedures.
• Ability to effectively interface with contractors and engineers.
• Skilled in reading and interpreting blueprints, plans, and specifications.
• Experience attending technical design review meetings and providing practical input.
• Capable of offering value engineering recommendations.
• Assists in bidding document development when necessary.
• Physically able to frequently bend, squat, stoop, climb, and walk uneven terrain.
• Comfortable inspecting underground structures.
• Effectively coordinates between County project teams and contractors.
• Proficient in expediting system testing and commissioning.
• Maintains thorough records and composes well-organized reports promptly.
• Capable of reviewing as-built documentation for creating accurate record drawings.
• Supports project closeout activities.

Minimum Qualifications

• Education: High school diploma or equivalent required; college coursework in construction or engineering technology preferred.
• Experience: Minimum of ten years in a relevant role with a contractor, engineering firm, or government agency focused on utilities projects or inspections.
• Licensing: Must have a valid Florida driver's license.
