Job description
Role Overview
This 12-month contract position based at DUO Tower in Singapore involves supporting the creation and implementation of category strategies specifically for biofuels and India within the energy and utilities sector. The role entails comprehensive market and supplier analysis, spend analytics, benchmarking, and commercial assessments to guide strategy development.
Working in close partnership with Regional SCM Managers and JV Procurement Managers, you will formalize category strategies, oversee progress on key initiatives, coordinate sourcing efforts, and manage stakeholder engagement and decision-making materials. Additionally, you will act as a central coordinator for the Joint Venture Procurement Network, facilitating meetings, best-practice exchanges, and cross-functional projects while tracking action items, communications, and performance to ensure consistency and advancement across involved parties.
Key Responsibilities
- Discover and assess new procurement opportunities and spearhead change initiatives.
- Develop and coordinate detailed category and contracting plans.
- Perform market research, cost modeling, benchmarking studies, and total cost of ownership analyses.
- Provide strategic direction and align sourcing and contracting efforts with business objectives, particularly aiding the Refinery Procurement team.
- Partner with business units to design procurement strategies that yield sustainable cost savings applying strategic sourcing principles uniformly.
- Establish and implement supplier performance accountability mechanisms.
- Collaborate with suppliers and technical teams to introduce innovative ideas, processes, and technologies in facilities.
- Translate the needs of Reliability, Operations, Maintenance, and Capital Projects teams into effective supply base strategies that enhance cost-competitiveness and resilience.
- Advise on procurement processes and controls to optimize efficiency and implement improvements.
- Drive rollout and adoption of procurement approaches, policies, and guidelines.
- Act as a procurement consultant to support SRC Procurement teams, applying global and regional initiatives locally.
- Engage with SRC Refinery stakeholders to monitor project plans, service quality, and supplier performance.
- Coordinate on legal, risk, and tax issues internally.
- Collaborate with Chevron Global Category Managers to explore synergies for strategic contracts.
Qualifications & Experience
- Bachelor's degree in Engineering or Procurement/Supply Chain Management preferred.
- 2 to 3 years of experience in Procurement or Category Management, ideally within Oil & Gas, Pharmaceutical, Chemical sectors or related fields, with exposure to plant environments such as refineries or terminals.
- Strong expertise in Category Management including planning, sourcing, contracting, supplier management, and negotiation skills.
- Proficiency in total cost ownership and should cost modeling techniques.
- Familiarity with refining and manufacturing commodity markets such as maintenance supplies, rotating equipment, catalysts, chemicals, and project-related materials.
- Experience supporting procurement for capital projects.
- Understanding of operations at refining process plants or similar manufacturing facilities.
