Role overview
Rho is building a dedicated patient recruitment strategy capability to improve proposal responses, recruitment planning, partner management, and analytics-led decisions across clinical programs. In this role, you will act as a strategic recruitment specialist, working with feasibility, site engagement, clinical operations, IT, and business development teams to create scalable recruitment plans tailored to Rho’s key therapeutic areas.
The ideal candidate brings experience from a small to mid-sized CRO or biopharma environment, combines strong strategic planning with analytics, and serves as a credible advisor to both internal teams and external partners on vendor choice, optimization, and performance tracking.
Recruitment strategy and planning
- Build, refine, and maintain the framework, standards, tools, and decision models used for patient recruitment across clinical programs, while partnering with Feasibility leadership on the longer-term capability roadmap.
- Use sponsor materials and protocol details to create recruitment plans at the trial, country, and site level, taking into account feasibility findings, target patient populations, competitive activity, and operational realities.
- Convert feasibility insights into practical recruitment tactics, including the right mix of digital outreach, community-based efforts, and site support.
- Act as the strategic recruitment lead on selected studies during start-up and enrollment, advising on risks, opportunities to improve performance, and course corrections when needed.
- Ensure all recruitment approaches are scalable, evidence-based, and consistent with Rho’s operating model.
- Support Clinical Management with site- and study-level recruitment planning by providing insights and messaging that help execution at the site level.
- Create recruitment approaches aligned to Rho’s Core 4 therapeutic areas: neuroscience, respiratory, pain, and immunology, including dermatology.
RFP and business development support
- Work with Business Development, Feasibility, and Clinical Management teams on RFPs and proposal development.
- Write recruitment strategy content for Rho proposals.
- Strengthen feasibility benchmarks by incorporating the effect of recruitment strategy into enrollment assumptions and timelines.
- Support vendor bid collection, align external partners with the planned recruitment approach, and provide cost input on recruitment services.
- Contribute to sponsor discussions by presenting recruitment strategies that are clear, practical, and evidence-based.
- Assist with bid defense meetings as a subject matter expert in patient recruitment strategy when needed.
Vendor strategy and oversight
- Guide the prioritization, evaluation, selection, and onboarding of vendors for external recruitment services such as digital campaigns, printed materials, outreach support, and site-level recruitment tools or technology.
- Set vendor performance expectations, success measures, and governance structures with study teams.
- Track vendor delivery against recruitment KPIs and analytics, flagging risks and recommending corrective action where necessary.
- Serve as the bridge between internal teams and external vendors to keep recruitment goals and budgets aligned.
- Build and maintain a reference library of vendor experience and performance across Rho studies and therapeutic areas.
Analytics and insights
- Review and interpret recruitment performance data, including enrollment patterns and site-level indicators.
- Use historical and live recruitment data with study teams and sponsors to optimize the initial recruitment plan, identify risk, recommend strategy changes, and improve future feasibility and proposal work.
- Turn complex data into practical recommendations for internal teams and sponsors.
- Serve as the recruitment expert for any required systems or technology integrations that improve the use of recruitment metrics.
Cross-functional leadership
- Align multiple teams on the direction of recruitment strategy by working closely with Feasibility, Study Start-Up, Clinical Operations, and Project Management.
- Help establish standard recruitment frameworks, tools, procedures, and best practices for this new function.
- Act as an internal leader on recruitment innovation, trends, and emerging methods.
- Advise sponsors on recruitment feasibility, risk, trade-offs, and tiered spending approaches.
- Serve as the main escalation point and strategic advisor for complex or high-risk recruitment issues across the organization.
- Keep recruitment strategy, business development, and operational execution aligned at the organizational level.
Essential knowledge, skills, and abilities
- Deep understanding of the biopharma-CRO proposal process.
- Strong knowledge of clinical research workflows, including site feasibility, site selection, regional and country regulatory submissions, IRB submissions, site activation, and enrollment management.
- Working understanding of regulatory, ethical, and privacy issues related to patient outreach and engagement.
- Ability to design complete recruitment strategies that balance scientific validity, operational constraints, patient experience, timelines, and cost.
- Ability to turn protocol design and feasibility signals into forward-looking recruitment risk assessments and mitigation plans.
- Proven experience selecting vendors and overseeing performance for recruitment services, while evaluating vendor recommendations against study goals, patient experience, and budget.
- Ability to influence senior stakeholders and build agreement around strategic priorities.
- Comfort making sound decisions when data is incomplete by using structured assumptions and scenario planning.
- Strong communication skills for executive, sponsor, and operational audiences.
- Strong critical thinking, judgment, and problem-solving skills.
- Ability to manage multiple projects and administrative responsibilities with strong organization and time management and minimal oversight.
- Excellent cross-functional collaboration skills, balancing immediate unit needs with Rho operational processes and recruitment stakeholder expectations.

Requirements
- Bachelor’s degree in a clinical- or life-science-related field is required; an advanced degree is preferred.
- Proven experience creating or overseeing recruitment strategy frameworks at a functional or organizational level.
- Track record of using recruitment strategy as a key driver of proposal development, feasibility, and study execution rather than treating it as a standalone operations task.
- Experience working with feasibility, study start-up, and/or clinical operations teams to design protocol-specific recruitment plans.
- Hands-on involvement in RFP support and proposal development related to recruitment strategy.
- Experience writing and implementing recruitment plans at the trial, country, and site levels.
- Experience using knowledge of patient burden, access barriers, and equity considerations to shape recruitment decisions.
- Familiarity with digital recruitment channels and new patient engagement technologies, including AI-enabled targeting, prescreening, and analytics tools used for recruitment strategy and vendor selection.
- Strong experience using patient recruitment data and metrics to shape future strategy.
- Track record of prospecting, prioritizing, and negotiating pricing with recruitment vendors.
- Preferred: experience helping build or scale a new function or capability in a CRO or biopharma setting.
- Preferred: experience developing recruitment strategies for single virtual site or decentralized clinical trials.
- Preferred: therapeutic experience in neuroscience, respiratory, pain, or immunology, including dermatology.
