Role overview
This position is for an accomplished Tendering Executive Manager who will drive business expansion, oversee strategic bidding, and strengthen client relationships across Facilities Management (FM) and Operations & Maintenance (O&M) activities. The role calls for deep expertise in business development, tender leadership, and commercial planning within FM, Property Management, O&M, or Integrated Facilities Services.
Business development and growth strategy
- Spot and convert new business opportunities in the Facilities Management and O&M space.
- Track market movements, competitor actions, and client demands to support long-term growth.
- Build and sustain a strong pipeline of strategic prospects aligned with company goals.
- Assess potential markets, partnerships, and service lines that can support expansion.
- Carry out feasibility reviews, financial evaluations, and risk checks for new opportunities.
Tendering and bid leadership
- Own the full tender lifecycle, from opportunity review and bid planning to pricing, submission, and negotiation.
- Create compelling bid strategies, value propositions, and competitive market positioning for major opportunities.
- Make informed bid/no-bid recommendations using commercial, technical, operational, and strategic criteria.
- Examine technical and commercial submissions to confirm alignment with client needs and internal standards.
- Work closely with Operations, Finance, Procurement, HR, Engineering, and Legal teams to deliver strong proposals.
FM and O&M solution development
- Design integrated FM and O&M solutions tailored to each client’s requirements.
- Drive cross-selling efforts by combining offerings across different business units.
- Ensure proposals are built around efficient delivery models, sound pricing, and operational quality.
- Assist with mobilization planning and transition approaches for newly awarded contracts.
Client and stakeholder management
- Develop trusted relationships with clients, consultants, developers, government bodies, and strategic partners.
- Act as a representative of the company in client meetings, presentations, and tender clarification discussions.
- Create partnership and subcontracting structures that improve bid competitiveness.
Leadership and performance management
- Guide and coach the Business Development and Tendering teams.
- Set KPIs and performance measures to evaluate team output.
- Monitor bid conversion, win/loss outcomes, and market patterns to improve results over time.
- Prepare periodic reports and strategic advice for senior leadership.
Requirements
- A bachelor’s degree in Engineering, Business Administration, Sales, Marketing, or a similar discipline is required.
- An MBA or another relevant postgraduate qualification is preferred.
- At least 15 years of experience in Business Development, Tendering, or Commercial Management is needed.
- Strong background in Facilities Management, Operations & Maintenance, Property Management, Technical Services, or Integrated Facilities Services is essential.
- A proven history of securing large FM and O&M contracts is expected.
- Experience dealing with government, semi-government, and major private-sector clients is highly preferred.
- The ideal candidate should bring strong commercial judgment, strategic thinking, tendering expertise, pricing knowledge, contract negotiation ability, and proposal management skills.
- Leadership, stakeholder handling, and communication skills should be excellent.
- Strong analytical ability, financial modelling capability, and risk evaluation skills are required.
- Comfort with managing several high-value opportunities at once is important.
- English fluency is mandatory, and Arabic is highly desirable.
