Technical Manager (Civil Engineering)

About the Role

We are seeking a seasoned Technical Manager to lead our Technical Department in Dubai. This role involves strategic leadership of engineering efforts across multiple construction projects, ensuring seamless coordination of design, engineering submissions, regulatory approvals, and technical support throughout project lifecycles. The ideal candidate will manage multidisciplinary teams and collaborate with consultants, subcontractors, suppliers, and government agencies to align with project specifications, contracts, UAE regulations, and internal standards.

Key Responsibilities

• Provide leadership and management of the Technical and Engineering Department over several projects.
• Develop and implement technical strategies, standards, and procedures to enhance project delivery processes.
• Coach and mentor engineers and technical staff including BIM and design coordinators.
• Coordinate design activities—review drawings, BIM models, and engineering documents for accuracy, buildability, and cost-effectiveness.
• Lead multidisciplinary collaboration meetings, resolving design conflicts and integration issues.
• Supervise preparation and submission of shop drawings, material submittals, method statements, RFIs, engineering calculations, mock-ups, and as-built documentation.
• Manage approvals from clients, consultants, and authorities to prevent construction delays.
• Liaise with UAE authorities such as Dubai Municipality, DEWA, Civil Defense, RTA, and others to ensure compliance and timely permits.
• Support site teams technically during construction, addressing complex engineering problems and ensuring conformity to approved designs.
• Drive value engineering efforts to optimize project cost, quality, sustainability, and efficiency.
• Identify and mitigate technical risks throughout the project lifecycle.
• Collaborate with cross-functional teams including project management, procurement, QA/QC, HSE, and commercial departments.
• Contribute technical inputs for contracts, variations, claims, and change orders.
• Maintain quality and compliance with contract documents, UAE codes, international standards, and company policies.
• Conduct technical audits, enforce continuous improvement practices, and lead document control and reporting.

Experience & Qualifications

• Bachelor’s Degree in Civil Engineering or Architecture; Master's degree is an asset.
• Preferred professional certifications: PMP, LEED, Chartered Engineer status.
• Minimum 15 years’ experience in technical management within UAE main contracting firms.
• Proven track record managing large-scale building projects such as high-rise residential, commercial, hospitality, mixed-use, and premium residential developments.
• Expertise in concurrent project management from design stage through to construction and handover.
• Deep understanding of UAE construction norms, engineering standards, and regulatory procedures.
