Role Overview
We are seeking a dedicated Project Procurement Manager specializing in Offshore Wind Installation to oversee subcontractor resource development and management. This role requires establishing and maintaining a robust database of offshore resources including ports, installation vessels like jack-up and heavy-lift vessels, lifting equipment, and offshore construction and maintenance service providers.
Key Responsibilities
- Develop and sustain a comprehensive pool of offshore subcontractor resources.
- Perform thorough pre-qualification of potential subcontractors, assessing their technical competencies, health, safety, and environmental compliance, financial stability, past performance, and suitability for European offshore wind projects.
- Keep an up-to-date database of qualified subcontractors to support project planning and execution phases.
- Analyze subcontractor proposals for technical and commercial aspects covering port storage and handling, marine transportation, installation, and offshore services.
- Evaluate the feasibility, risk factors, and cost-efficiency of subcontracting options to guide strategic decision making.
- Manage the RFQ/RFP processes with offshore subcontractors, including drafting, issuing requests, evaluating proposals, and recommending awards.
- Lead commercial negotiations concentrating on critical contract conditions, risk management, and cost-effectiveness, ensuring alignment with project and company goals.
- Work closely with project, legal, and finance teams to finalize subcontract agreements.
- Support strategic development of offshore subcontracting across Europe and continually refine subcontractor selection, evaluation, and contract management based on market trends and lessons learned.
Qualifications and Skills
- Degree in Naval Architecture and Ocean Engineering, Mechanical Engineering, Civil Engineering (focusing on Ports, Waterways, and Coastal disciplines), or related areas.
- Demonstrated experience in offshore wind turbine installation, handling heavy lifts of large offshore structures, or offshore project site management.
- Knowledge of European offshore regulations and standards.
- Excellent communication skills, capable of interpreting complex technical wind turbine requirements into practical engineering terms for subcontractors.
- Strong cross-cultural communication abilities.
Location
This position is based in Frankfurt, Germany, with possible locations including the UK and Denmark.
