About Niagara College KSA
Niagara College KSA (NC KSA) has been running technical and vocational training colleges across Saudi Arabia since 2014, supporting Vision 2030 in partnership with the Colleges of Excellence. Based in Riyadh, the organization draws on Niagara College Canada’s experience in applied learning to deliver community and customized training focused on producing graduates who are ready for both the workplace and the wider world.
NC KSA offers programs in Business, Event Management, Occupational Health & Safety, Information Technology, and Graphic Design, along with a foundation program for English language development at all campuses.
Role Overview
The organization is hiring an Officer, Human Resources for its Corporate Office in Riyadh. Reporting to the Manager, Human Resources, this position supports employee attraction, development, and retention, while helping implement HR policies, practices, and compliance measures that contribute to a safe, inclusive, and high-performing workplace.
Key Responsibilities
- Keep current with NC KSA policies and procedures, apply them consistently across the organization, and recommend improvements where appropriate.
- Track updates to Saudi labor law and translate those changes into policy and process adjustments for NC KSA.
- Visit NC KSA campuses across the Kingdom when required and provide employees with courteous, timely, accurate, consistent, and impartial support.
- Manage employee liaison appointments and incoming queries through Freshdesk so staff receive efficient and correct responses.
- Support the planning and execution of onboarding sessions for new joiners, including setup of email accounts, medical insurance, and other employment-related requirements.
- Offer guidance, training, and support to employees so policies and procedures are applied uniformly across the organization.
- Coordinate with Finance to process individual payroll items, benefits, and vacation entitlements.
- Work with Government Relations to manage requirements related to GOSI, MHRSD, Muqeem, and other government authorities as needed.
- Take the lead on performance management activities and address staffing matters.
- Prepare, organize, maintain, and protect confidential employment records, files, reports, and certifications used in HR operations.
- Handle requests and queries related to HRIS and ATS systems as assigned.
- Spot opportunities to improve HRIS and ATS workflows, functionality, and efficiency, with a focus on reducing manual work and strengthening data management.
- Act as a point of support for management and the HR team on personnel files, HRIS records, and other sensitive documents.
- Manage recruitment activities from job description preparation and advertising through screening, interviews, vacancy tracking, and formal offer generation.
- Assist with research and creation of advertising, marketing, and employee attraction campaigns.
- Draft employment contracts, riders, and related documents needed to confirm hires and changes in employment terms.
- Oversee employee mobilization and demobilization processes.
- Support the design of an interactive onboarding journey that begins at offer acceptance and continues until the employee reaches the workplace.
- Ensure all HR practices comply with local labor laws, regulations, and agreements.
- Contribute to the creation and updating of employee handbooks, manuals, and training materials.
- Build versatility within the HR team by learning adjacent responsibilities and providing coverage during busy periods or absences.
- Support quality assurance work, including internal and external audits and maintenance of records needed for accreditation.
Requirements
- Bachelor’s degree in Human Resources from a recognized university, or a bachelor’s degree plus a professional HR qualification.
- At least 4 years of experience in human resources.
- Working knowledge of Saudi labor laws and regulations.
- Experience administering HRIS and applicant tracking systems.
- Strong attention to detail, accuracy, and thoroughness.
- Ability to manage multiple tasks, work under pressure, meet deadlines, prioritize effectively, and use time well.
- Professional conduct, integrity, and confidentiality.
- Excellent customer service, negotiation, problem-solving, and organizational abilities.
- Strong spoken and written communication skills in both English and Arabic.
- Advanced IT capability, especially with Microsoft Office Suite.
- Only Saudi nationals may be considered in line with Saudi Labor Law.
