Role Overview
The HSE Officer will be based on site in Qatar and will support health, safety, and environmental performance across landscape, infrastructure, and utilities work zones. The role involves coordinating with contractors, client representatives, and internal teams to help maintain compliance with applicable HSE rules, standards, and good practices, while supporting a safe work environment.
Key Accountabilities
- Support the Safety Manager, or the Senior Safety Specialist on larger sites, in aligning the site safety plan with company policy and regional safety requirements.
- Where no Senior Safety Specialist is assigned, assist senior construction representatives in setting up and running the job safety program.
- Run the job safety program, and carry out regular inspections and audits of work areas, equipment, machinery, and site conditions to identify and address hazards.
- Track contractor safety performance and construction activities in assigned areas in line with Parsons’ ESHARP Management and Corporate Safety & Health processes.
- Ensure occupational health rules are followed and that PPE is used correctly.
- Escalate non-compliance with codes and standards, propose corrective actions, and verify that actions are completed.
- Confirm that accident-prevention measures, fire and safety equipment, protective clothing, and first aid supplies are available and ready for use.
- Keep accurate records of audits, inspections, follow-up actions, and site HSE reports.
- Analyze accident records and issue periodic reports.
- Maintain stock levels of first aid, safety, and fire equipment; on smaller projects and when certified, act as first aid attendant or oversee first aid staff.
- Deliver new-hire safety induction, daily safety briefings, and weekly toolbox talks or training sessions.
- Take part in internal safety reviews, site inspections, and incident investigations.
- Conduct or arrange specialist HSE training such as confined space, work at height, and defensive driving.
- Support the HSE Manager in applying site H&S standards and strengthening the safety culture.
- Liaise closely with the client’s Health, Safety and Environment Department on HSE requirements and reporting to reduce disruption to construction activities.
- Work flexible shifts as needed to support site operations.
- Handle other duties related to the role as assigned.
Required Qualifications and Experience
- A bachelor’s degree in Occupational Safety and Health, Construction, Engineering, or a closely related subject is preferred; relevant experience may be accepted instead, and the degree requirement may be waived depending on experience level.
- At least 5 years of relevant Health and Safety experience, including proven work in a similar HSE position on landscape, infrastructure, or utilities projects.
- Strong knowledge of Qatar construction HSE regulations, along with familiarity with international safety standards, procedures, and best practices.
- Completion of recognized safety training, such as NEBOSH or an equivalent qualification.
- Certified Lead Auditor for ISO 45001 Occupational Health & Safety Management Systems.
- Current third-party certifications in first aid, work at height, confined space, and defensive driving.
- A valid Qatar driving license is required.
- Solid understanding of safety management systems and related procedures.
- Strong written and spoken English communication skills.
- Ability to make sound decisions using HSE knowledge and current site conditions.
Preferred Experience
- Experience managing HSE activities across multiple work areas or multi-contractor sites.
- Experience preparing HSE reports and presenting results to managers and clients.
- Good interpersonal influence skills to encourage safe behaviors among contractors and the workforce.
- Well-developed organizational ability with strong attention to documentation, follow-up, and reporting details.
